Amendment 1 is issued to update the salient characteristics, which can be found on page 2 of the SF 30. The 171st Air Refueling Wing (ARW) intends to utilize this Request for Quote (RFQ), under solicitation number W50S91-24-Q-A022, to award without discussions, a Firm Fixed Price (FFP) type contract for one Antenna Analyzer, Anritsu Site Master or Equal, to be delivered to the 171 ARW, Coraopolis, PA. The Government intends to award one contract to the responsible Quoter whose quotation represents the Best Value to the Government. The Government intends to award a FFP contract resulting from the RFQ to the responsible Quoter whose quotation conforms to the RFQ; meets the salient physical, functional, and performance characteristics; and is the lowest price. Quoters shall complete SF1449 and submit a quotation with the following information: Cover Letter, list of proposed equipment meeting the salient physical, functional, and performance characteristics, and price to include delivery and any applicable fees. Submitted quotations shall be valid for 60 days after the closing date of the RFQ. The Government reserves the right to award no contract at all. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response. This requirement is being solicited 100% small business set-aside. The NAICS code for this acquisition is 334515 and the Small Business size standard is 750 employees. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. Contractor shall deliver equipment within 60 days of contract award. The purpose of this project is to deliver a brand name or equal Anritsu Site Master antenna analyzer (see attached solicitation for additional information). Vendors shall respond to this RFQ via email by 26 September 2024 at 0900 hours (9:00 am) Eastern Time (ET). All quotes should be sent to the Contracting Office, Kaity Fuga, kaitlynn.fuga@us.af.mil and Steve Sisneros, at steven.sisneros.2@us.af.mil, before the due date and time specified. Any quote, modification, or revision of a quote received after the exact time specified for receipt of quotes is considered “late”. All quoters must list Unique Entity Identifier (UEI) number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a UEI number or CAGE code, please visit https://www.sam.gov. Lack of registration in the SAM database will make a quoter ineligible for award. Vendor must also be registered in Wide Area Work Flow to receive payment through electronic funds transfer.
