Please submit amendment acknowledgement with quote. 171 MSG/MSC intends to utilize this Request for Quote (RFQ), under solicitation number W50S91-24-Q-A020, to award without discussions, a Firm Fixed Price (FFP) type contract for the services of “Local Telecommunications Services”. The two sites for this project are the 171st Air Refueling Wing (ARW) and 258th Air Traffic Controlling Squadron (ATCS). The 171 ARW is located at Pittsburgh International Airport, 300 Tanker Road, Coraopolis, PA 15108 and the 258 ATCS is located at John P. Murtha Cambria County Airport, 258 Airport Road, Johnstown, PA 15904. The Government intends to select one contractor. Award will be made to the lowest price responsible quoter who represents the Best Value to the Government. However, the Government reserves the right to award no contract at all. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response. This requirement is being solicited as full and open. The NAICS code for this acquisition is 517111. All prospective quoters must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. The Period of Performance for this requirement is one (1) Base Year of twelve (12) months and four 12-month option years. Refer to the attached 1449 Solicitation for additional information. The purpose of this requirement is to perform Local Telecommunication Services (LTS) conversion from low-speed time-division multiplexed (LSTDM) to Session Initiation Protocol (SIP) trunking services, in accordance with the attached Performance Work Statement (PWS). The contractor shall provide all personnel, equipment, tools, materials, supervision, transportation, quality control necessary, and all service necessary to perform and provide local access to the designated circuit demarcation point(s), as defined in the PWS (See Attachment 1, PWS, for further details). Vendors shall respond to this RFQ via email by 2 September 2024 at 0900 hours (9:00 am) Eastern Time (ET). All quotes should be sent to the Contracting Office, Kaity Fuga, kaitlynn.fuga@us.af.mil, and Steve Sisneros, steven.sisneros.2@us.af.mil, before the due date and time specified. Any quote, modification, or revision of a quote received after the exact time specified for receipt of quotes is considered “late”. All quoters must list UEI number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a UEI number or CAGE code, please visit https://www.sam.gov. Lack of registration in the SAM database will make a quoter ineligible for award.
