Amendment 1 - (1) Renumbered Option Year CLINs; (2) Removed Clause 52.217-8 from SF1449; (3) Removed surplus language from PWS as detailed in Attachment 4; (4) clarified Description below in terms of Period of Performance and Evaluation Method. 171 MSG/MSC intends to utilize this Request for Quote (RFQ), under solicitation number W50S91-22-Q-0003, to award without discussions, a Firm Fixed Price (FFP) type contract for the services to support the Pennsylvania Air National Guard (PAANG) Glycol Wastewater Removal & Disposal requirement in the Coraopolis, PA area. The Government intends to select one contractor. Award will be made to the lowest price responsible quoter who represents the Best Value to the Government. However, the Government reserves the right to award no contract at all. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response. The Total Evaluated Price (TEP) will be the sum of hte Base Year plus four (4) Option Years. This requirement is being solicited 100% small business set-aside. The NAICS code for this acquisition is 562219 and the Small Business size standard is $41,500,000.00. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. The Period of Performance for this requirement including Options is 01 Nov 2021 - 31 Oct 2025. Refer to Solicitation for additional information. The purpose of this requirement is to provide “as needed” glycol wastewater removal & disposal for the 171 ARW Air National Guard at the PAANG in Coraopolis, PA. The contractor will sample, analyze, characterize, pump-out, transport and process wastewater (spent aircraft deicing fluid and storm water) from the 171st ARW storage tanks in accordance to Scope, section 1.1 during the period of performance, section 1.3. The contractor shall be both a PA DEP licensed transporter for residual waste and a PA DEP Permitted Treatment, Storage, and Disposal Facility (TSDF). Vendors shall respond to this RFQ via email by 29 Oct 2021 at 1000 hours (10:00 am) Eastern Standard Time (EST). Any quote, modification, or revision of a quote received after the exact time specified for receipt of quotes is considered “late”.
