This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. Solicitation W50S9120Q0018 is issued as a request for quotation (RFQ). This solicitation document incorporates provisions and clauses of those in effect through Federal Acquisition Circular 2020-07 and Defense Circular Number 20200605. This procurement is being issued as a 100% Small Business Set-Aside. The North American Industry Classification System Code is 332311 with a size standard of 1,000 employees. This acquisition is 100% set aside for small business concerns. The right to make multiple or no award is reserved in the event it is advantageous to the Government to do so. Location of performance will be at the 171st ARW of the PA Air National Guard, Coraopolis (Pittsburgh) PA. CLIN 001 – 2 EA Big Top -style shelters for the 171st Emergency Management (EM) section. • Approx. 48’ Wide X 60’ Long X 19’ Center Height X 12’ Side wall • All fabric must be of at least 18 OZ. Cover, Translucent White, Flame Retardant PVC Vinyl Laminated fabric With Polyester Scrim. • Frame Members: 18” Heavy Wall ASTM B-6 Zinc Tubular Steel meets z-bar truss design on 10’ centers, or made of alternate material with similar minimum specs. • Base System Allows the Shelter to be built on a Concrete Foundation. • Fabric Ends @ the base of the shelter, with Skirt to seal to base. • All Weld Joints Coated With 97% Zinc “Cold Gal” For Corrosion Protection. • All Connections via a Slip Fit Bolted Junction. • Solid End Wall with framing (1 EA) with approx. 36”x80” aluminum man door with frame. • 1ea 12’wide X 12’high disappearing door, that lifts in a track and trolley system with a manual hand crank winch. Not required to be an engineered door system. •• Disappearing door to include all the necessary winch, trolleys, pulleys, cables, and manual winch. Electric winches or engineered coiling doors are also acceptable. • Aluminum Trim to secure fabric skirt to frame. • Shelter will be installed by vendor at 171st ARW in Coraopolis, PA. Vendor will be responsible for all equipment and labor. Customer will be responsible for any and all safety courses, 24/7 access to the site, removing all underground and overhead utilities, permits, dumpster for trash removal, foundation work, portalet or toilet facilities in near proximity to the site, special badges, etc. If the shelter is purchased or installed prior to permit approval the 171st ARW will bear the cost of any upgrades to meet local code. • All assembly instructions, hardware, and anchors are included with shipment. CLIN 002 – 1 EA Big Top -style shelter for the 258th Air Traffic Control Squadron (ATCS) • Approx. 38’ Wide X 28’ Long X 19’ Center Height X 14’ Side wall. External dimensions are specific to the site limitations, and internal dimensions are MINIMUMS due to size of equipment to be stored inside. • All fabric must be of at least 22 OZ. Cover, Translucent White, Flame Retardant PVC Vinyl Laminated fabric With Polyester Scrim. Must be NFPA 701 and UVA treated. • Fabric Ends at Ground Level on each side. • Frame Members: 24” Bi-Beam Galvanized Tubular Steel or material with similar minimum specifications. • Truss Design: approx. 9.33’ Truss Spacing / centers to handle Johnstown, PA area snow loads. • Base System Allows the Shelter to be built on a Concrete Foundation. • Fabric Ends @ the base of the shelter, with Skirt to seal to base. • All Weld Joints Coated With 97% Zinc “Cold Gal” For Corrosion Protection. • All Connections via a Slip Fit Bolted Junction with A-325 Structural Bolts. • Fabric Provides 100% Waterproofing. • Solid End Wall with framing (1 EA) with approx. 36”x80” aluminum man door with frame. • 1EA access end wall with 1EA 40’ X 10’ high fabric access panel. This lifts in a track and trolley system with an electric winch. 1EA ACI Electric Winch for door operation. Customer to specify power supply for winch. Customer is responsible for power supply and connection to power. • Both doors to be located on same end of structure. • 1EA solid end wall with framing. • Aluminum Trim to secure fabric skirt to frame. • Shelter will be installed by vendor at 258th ATCS in Johnstown, PA. Vendor will be responsible for delivery of all assembly instructions, hardware, and anchors ONLY. No installation required. Quotes will be evaluated on technical acceptability and lowest price. It is the responsibility of the offeror to view the website for any changes or amendments to this RFQ. To receive an award of contract the offeror must be registered in System for Award Management (SAM) database which can be accessed at the website https://sam.gov/portal/SAM Quotes for New items only will be accepted. Quotes including items which are refurbished or are previously-used, will not be accepted. QUOTES WILL BE EVALUATED ON TECHNICAL ACCEPTABILITY AND LOWEST PRICE. Quotations due no later than Monday 28 September, 2020 at 3:00PM EST. It is the responsibility of the vendor to ensure the quote and questions was received by 171st Contracting Office on time.
