Amendment 1 - This amendment is issued to provide responses to questions and extend the quote due date to 8 August 2023. 171 MSG/MSC intends to utilize this Request for Quote (RFQ), under solicitation number W50S91-23-Q-0017, to award without discussions, a Firm Fixed Price (FFP) type contract for the services to “Repair JLG Boom Lift Fuel System”, at the 171st Air Refueling Wing, Coraopolis, PA. The Government intends to select one contractor. Award will be made to the lowest price responsible quoter who represents the Best Value to the Government. However, the Government reserves the right to award no contract at all. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response. This requirement is being solicited full and open. The NAICS code for this acquisition is 811310 and the Small Business size standard is $8,000,000.00. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. The Period of Performance for this requirement is 60 Calendar Days after contract award. Refer to the attached solicitation for additional information. The purpose of this requirement is to repair the damaged fuel system to the 125’ JLG boom lift, model 1250AJP, to a serviceable condition. Contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, to ensure the proper functioning and operation of the boom lift, as defined in the PWS (See Attachment 1, PWS, for further details). Vendors shall respond to this RFQ via email by 31 July 2023 at 1000 hours (10:00 am) Eastern Time (ET). All quotes should be sent to the Contracting Office, Kaity Fuga, kaitlynn.fuga@us.af.mil, and Steve Sisneros, steven.sisneros.2@us.af.mil, before the due date and time specified. Any quote, modification, or revision of a quote received after the exact time specified for receipt of quotes is considered “late”. All quoters must list UEI number, CAGE code, and Federal TIN with Company name, POC, and phone number. To obtain or renew a UEI number or CAGE code, please visit https://www.sam.gov. Lack of registration in the SAM database will make a quoter ineligible for award. All questions regarding the RFQ package must be submitted to the above e-mail addresses by 25 July 2023 at 1400 (2:00 pm) ET. Any questions asked over the telephone will not be answered. This is not a Request for Proposal (RFP), Request for Quote (RFQ), or an Invitation for Bid (IFB) and does not serve to bind the U.S. Government in any way. Interested parties shall not be reimbursed for any costs associated with preparation of their responses. 171 ARW is conducting market research in accordance with Federal Acquisition Regulation (FAR) Part 10 to identify potential sources to repair the 125’ JLG boom lift, model 1250AJP, to a serviceable condition, as defined in the attached Performance Work Statement (PWS). The purpose of this service is to repair the fuel system that has been damaged due to the fuel type used, which is DLA provided biodiesel. The fuel system needs to be restored to a serviceable condition, as defined in the PWS, to ensure the proper functioning and operation of the boom lift. The North American Industry Classification System (NAICS) is 811310, (Size standard $8,000,000). For a Contractor to be considered under one of the socioeconomic classifications, it must perform a minimum of 50% of the work with its own employees (FAR 52.219-14, Limitations on Subcontracting). Responses to this notice will be used by the Government to make the appropriate acquisition decision.
