The Government intends to select one contractor. Basis for award is best value between price and non-price factors. Therefore, the Government reserves the right to award to other than the lowest quoted price. However, the Government reserves the right to award no contract at all. The responses to this RFQ are intended to be evaluated, and award made, without discussions unless discussions are deemed to be necessary. Since award will be based on initial responses, quoters are highly encouraged to quote their most advantageous pricing in their initial response. This requirement is being solicited 100% small business set-aside. The NAICS code for this acquisition is 517112 and the Small Business size standard is 1,500 employees. All prospective offerors must have a Commercial and Government Entity (CAGE) code and be registered with System for Award Management (SAM) at http://www.sam.gov. The Period of Performance for CLIN 0001 will include five 12-month option periods and one 6 month option period. The schedule is as follows: Base Period Option: 29 September 2024-30 September 2025 Option period 1: 29 September 2025-30 September 2026 Option period 2: 29 September 2026-30 September 2027 Option period 3: 29 September 2027-30 September 2028 Option period 4: 29 September 2028-30 September 2029 Option period 5: 29 September 2029-30 March 2030 The Period of Performance for CLIN 0002 will include a 12-month base period, with four 12-month option periods and one 6 month option period. The Contractor shall provide all professional services, personnel, materials, equipment, labor and supervision necessary to perform the contractual services required by the PWS. The contractor will need to connect to a demarcation point in Bldg 310 or Bldg 202 at Biddle ANG Base, Horsham, PA. (See Attachment 1, Performance Work Statement, for further details). Vendors shall respond to this RFQ via email by 16 August 2024 at 10:00 am Eastern Daylight Time (EDT). All quotes should be sent to the Macy Wester, macy.wester.1@us.af.mil. Any quote, modification, or revision of a quote received after the exact time specified for receipt of quotes is considered “late”. All quoters must list Unique Entity Identifier (UEI) number, CAGE code, and Federal TIN with Company name, POC, and phone number. This sources sought seeks to identify responsible potential sources to provide all management, tools, supplies, equipment and labor necessary to operate and maintain 2GB Internet Service with no throttling and provide customer support for outages and repairs. This sources sought is being issued under NAICS Code 517112 Wireless Telecommunications Carriers (except Satellite) and PSC DG11 IT and Telecom—Network - Telecom Access Services. The size standard is 1,500 employees. This sources sought notice is for informational and planning purposes only. Pricing information is not being requested currently. It does not constitute a solicitation and is not to be considered as a commitment by the Government.
