Concessionaire Food & Beverage Services
The Government is conducting market research to gauge interest and possible socio-economic set-asides for Concessionaire Services at Kingsley Field, where base access restrictions apply because performance is on installation. Services may include specialty beverages, barista operations, packaged retail merchandise, tobacco, alcoholic beverages, and automated vending machines. The contemplated contract is a Non-Appropriated Funds Instrumentality (NAFI) concession using a profit-share model in which the contractor operates as a commercial enterprise, accounts for gross receipts, deducts verified allowable operational expenses including monthly utilities, retains a stipulated profit, and pays an agreed percentage to the Government. The contractor would be strictly fiscally liable for operational, security, and administrative liabilities—such as lost keys, re-keying, badge replacements, screening costs, environmental remediation, and fines—deducted from retained profit without reducing the Government’s net remittance. The Government is also considering requiring payment of a local living wage based on the Klamath County rate, which exceeds Service Contract Act wage rates.
