The Oregon Air National Guard, Portland Air National Guard Base, Portland, Oregon intends to issue a sole source solicitation to Tetra Tech/Mead and Hunt Joint Venture for follow on architect-engineering services. The project design was originally completed by Tetra Tech/Mead and Hunt Joint Venture. It would be an unreasonable risk to award the design inspection services to anyone other than Tetra Tech/Mead and Hunt Joint Venture. . It is unreasonable to expect a firm to assume the liability of conducting inspection services for another firm’s design. If a new competitive acquisition was initiated, Tetra Tech/Mead and Hunt Joint Venture would be given an unfair competitive advantage and the acquisition process would result in the duplication of cost, time, and effort for the contractors and the government. The initial task order was competed and selection was based on Tetra Tech/Mead and Hunt Joint Venture receiving the highest rating as the most highly qualified firm. The applicable North American Industrial Classification System Code (NAICS) code that this work falls under is 541330 – Engineering Services, with a size standard of $15 million. This notice of intent is for information purposes only. All sources eligible to meet this requirement must respond in writing. Responses must be supported with clear and convincing evidence that clearly articulate the company’s ability to satisfy this requirement as outlined above. A request for documentation will not be considered as an affirmative response. If no responses are received within 15 calendar days after publication of this notice, to demonstrate comparable capability, then a sole source solicitation will proceed.
