Disclosure of magnitude: IAW FAR 36.204(b), this project is expected to be between $25,000.00 and $100,000.00. Davis Bacon Wage Rates are applicable to this project. Performance bonds are not required if bid is less than $150,000.00, however; payment bonds are required if bid is greater than $35,000.00. Award will be made to the responsible bidder whose bid, conforming to the invitation for bids, will be most advantageous to the Government, considering only price. Funds are not presently available for this contract. Currently, the Government anticipates funds will become available prior to but not later than midnight 30 Sept 2024. Pre-Solicitation Notice Invitation for Bids (IFB) Small Business Set Aside NAICS Code: 238210 – Electrical Contractors and Other Wiring Installation Contractors The West Virginia Air National Guard intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary to perform multiple lightning protection system repairs for Hangar B308. In addition to a base work described above, the solicitation will include the following option line items: 1. Buildings 119/120, 2. Buildings 203/302/304, 3. Building 305, and 4. Buildings 306/307. Work is to be completed at the 167th Airlift Wing in Martinsburg, WV. The contract duration will be 120 calendar days after notice to proceed to include inspection and punch list. This project is set aside 100% for Small Businesses. The North American Industry Classification System (NAICS) Code is 238210, with a small business size standard of $19,000,000. The magnitude of construction is between $25,000.00 and $100,000.00. The tentative date for issuing the solicitation is on-or-about 9 July 2024. The tentative date for the pre-bid conference is on-or-about 30 July 2023, 1:00PM local time, location to be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded”. In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available but will be compiled and provided in future announcements. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. Martinsburg Air National Guard Base, West Virginia intends to issue a solicitation and award of a contract to “Lightning Protection Systems Repairs”. The magnitude of this project is between $25,000 and $100,000.
