This action has been identified on the National Guard priority list for award if funds become available and the prices received are within an awardable range. Presolicitation Notice NAICS Code: 236220 – Commercial and Institutional Building Construction The 167th Airlift Wing intends to issue an Invitation for Bids (IFB) to award a single Firm-Fixed-Price (FFP) contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the Repair of Fire Protection Systems Base-Wide in Martinsburg, WV. This project consists of repairing or replacing fire protection equipment within multiple facilities at the 167th AW. The contract duration is 120 calendar days after the Notice to Proceed (NTP). This project is set-aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 236220 with a size standard of $39,500,000.00. The magnitude of construction is between $250,000 and $500,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested sources. This notice is for planning purposes only. All interested parties should respond. Martinsburg Air National Guard Base, West Virginia intends to issue a solicitation and award of a contract for the “Repair Fire Protection Systems Base-Wide”. This project consists of repairing or replacing fire protection equipment for multiple buildings across the 167th Airlift Wing. All new work (beyond replacing items/components with new equivalent items/components) to be performed in accordance with direction provided by a certified/licensed Fire Protection Engineer with no less than 5 years’ experience repairing or installing building fire protection systems. The magnitude of this project is between $250,000 and $500,000. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 25 May 2022; 4:00 PM EST. This notification, which shall not exceed five typewritten pages, must include (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form and (3) A listing of projects completed during the past three years, both for government and private industry.
