Davis Bacon Wage Rates are applicable to this project. Funds are not presently available for this contract. Currently, the Government anticipates funds will become available prior to but no later than midnight 30 Sep 2021. This action has been identified on the National Guard priority list for award if funds become available and the prices received are within an awardable range. Presolicitation Notice Correct MILCON Deficiencies Fuel Cell B305 NAICS Code: 236220 – Commercial and Institutional Building Construction The 167TH Airlift Wing intends to issue a Request for Proposals (RFP) to award a single firm-fixed-price contract for the Repair of B305 Fuel Cell at Martinsburg Air National Guard Base. Construction services will consist of repairing Building 305 in accordance with the Design and Specifications at EWVRA – Shepherd Field in Martinsburg, WV. The facility is an existing hangar and admin space. This project corrects a severe heaving condition with the subsoils of the building. Construction services will correct this issue and will include interior wall and slab removal to fix the subsoil and support structure of the facility. In addition to a base price for the work described above, the solicitation includes Options for this project. 1. Demo CMU Wall; 2. Demo/Protect GFCI Fixtures; 3. HEF and Telecomm Rooms; 4. Replace Light Fixtures with LED; 5. Replace Emergency Lights. Magnitude of the project is between $1,000,000 and $5,000,000. Construction/contract completion time is 365 calendar days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. This is a Service-Disabled Veteran Owned Small Business (SDVOSB) set-aside. The small business size standard is $39.5 million average annual revenue for the previous three years. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”. The tentative date for issuing the solicitation is on or about 1 June 2021. The tentative date for the pre-proposal conference is on or about 22 June 2021, 9:00 a.m. local time at the CES Building 119, at Martinsburg Air National Guard Base. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the preproposal conference. The solicitation closing date is scheduled for on or about 15 July 2021. Actual dates and times will be identified in the solicitation.
