The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business vendors. This notice is for planning purposes only. All interested parties should respond. The West Virginia Air National Guard, Martinsburg, WV has been tasked to solicit for and award the following project: Install Aircraft Apron Static Grounding Points. Contractor shall furnish all labor, material, tools, equipment, transportation, temporary equipment, and structures to install and mark Air Force aircraft static grounds at the 167 AW in Martinsburg WV. The work includes, but is not limited to: Provide drawing (signed and stamped by a licensed professional) for twenty-five (25) Air Force aircraft static grounding points. a. Drawing shall be in accordance with all applicable references to include UFC 3-260-01, AFI 32-1065, and UFC 3-575-01. 2. Install and mark twenty-five (25) Air Force aircraft static grounding points. The contractor must be thoroughly familiar with and comply with all Federal Regulations as well as state, county, and city regulations for all materials used and the application thereof. The contractor will also be required to abide by all OSHA and base safety and fire regulations. Proposed project will be a Firm-Fixed-Price (FFP) contract. The type of solicitation issued will depend upon the responses to this synopsis. No reimbursement will be made for any costs associated with providing information in response to this synopsis or any follow up information requests. The purpose of this synopsis is to gain knowledge of interest, capabilities, and qualifications of various members of the Small Business Community to include Section 8(a), Historically Underutilized Business Zones (HUB-Zone), and Service-Disabled Veteran-Owned Small Business (SDVOSB) to compete and perform a Firm-Fixed-Price contract. All interested concerns will provide this office, in writing, a notice stating their positive intent to submit a proposal as a prime contractor no later than 17 March 2020, 1:00 PM EST. This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Sources Sought Information Request Form (attached to this posting) and (3) A listing of projects completed during the past three years, both for Government and private industry. The type of project, dollar value, Contract number, location, and point of contact are to be included. Indicate whether you were a prime contractor or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
