Document Type: Pre-solicitation Notice Classification Code Z—Maintenance, repair and alteration of real property Set Aside: Small Business NAICS Code: 238220- Plumbing, Heating, and Air-Conditioning Contractors The Tulsa, Oklahoma Air National Guard intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract to remove existing urinals, install new Zurn Top Spud Urinal's with Zurn flush valves, inspect plumbing drain lines with camera prior to installation of new urinals, install new concrete backer board and wall tile and grout to match existing. This IFB also includes a Brand Name Justification and Requirement for the use of Zurn Top Spud Urinals Z5755-U with Zurn Z6003AV-ULF flush valves. All work is IAW the provided drawings and specifications provided with the solicitation. The contract duration is 120 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238220, with a size standard of $16,500,000.00. The magnitude is between $25,000 and $100,000 IAW FAR 36.204(b). Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2020-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”. The tentative date for issuing the solicitation W50S8U-21-B-0001 is on-or-about 31 March 2021. The tentative date for the pre-bid conference is on-or-about 08 April 2021, 9:00AM Central Standard Time (CST), location will be in solicitation. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and shall follow base access requirements shown in the solicitation. These instructions are: “Pre-Register at the DBIDS website https://dbids-global.dmdc.mil/enroll#!/ Then at the time of the pre-bid conference drive to 4200 N 93rd E Ave Tulsa, OK 74115. This is the visitor entrance to the Air National Guard Base. Follow the instructions of the security personnel at the gate. Be prepared to provide your state or Federal Identification. The gate personnel will issue you a visitor badge. At the time of the site visit somebody from Contracting will escort you onto the base for the site visit and pre-bid conference. It is recommended you show up to the gate 10 minutes prior to the pre-bid conference to allow for processing into the base. Due to the COVID-19 pandemic masks will be required to be worn on base in accordance with Secretary of Defense directives. A site visit will follow the pre-bid conference.
