Document Type: Pre-solicitation Notice Classification Code Z—Maintenance, repair and alteration of real property Set Aside: Small Business NAICS Code: 238160- Commercial and Institutional Building Construction The Tulsa, Oklahoma Air National Guard intends to issue a Request for Quotes (RFQ) to award a single firm fixed-price contract to repair multiple metal roofs. All work is IAW the specifications provided with the solicitation. The contract duration is 120 days after NTP. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238160, with a size standard of $16,500,000.00. The magnitude is between $100,000 and $250,000 IAW FAR 36.204(c). Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”. The tentative date for issuing the solicitation is on-or-about 27 August 2020. The tentative date for the site visit is on-or-about 3 September 2020, 9:00AM Central Standard Time (CST), location will be in solicitation. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and shall follow base access requirements shown in the solicitation. These instructions are: “Pre-Register at the DBIDS website https://dbids-global.dmdc.mil/enroll#!/ Then at the time of the site visit, drive to 4200 N 93rd E Ave Tulsa, OK 74115. This is the visitor entrance to the Air National Guard Base. Follow the instructions of the security personnel at the gate. Be prepared to provide your state or Federal Identification. The gate personnel will issue you a visitor badge. At the time of the site visit somebody from Contracting will escort you onto the base for the site visit. It is recommended you show up to the gate 10 minutes prior to the site visit to allow for processing into the base. Also, due to COVID-19 all contractors will be required to wear a mask, fill out a questionnaire, and have their temperature taken. All requests for information must be submitted by 09 September 2020 at 09:00 AM Central Standard Time (CST) via email to: 138.FW.MSC@us.af.mil AND daniel.r.tatro.civ@mail.mil The deadline for quotes to be received will be on-or-about 16 September 2020.
