Document Type: Pre-solicitation Notice Classification Code Z—Maintenance, repair and alteration of real property Set Aside: Small Business NAICS Code: 236220- Commercial and Institutional Building Construction The Tulsa, Oklahoma Air National Guard intends to issue an Invitation for Bid (IFB) to award a single firm fixed-price contract to upgrade the HVAC and DDC Systems Base Wide. This will also require contractors to provide temporary equipment (boilers and chillers) to maintain 70°F in affected facilities from the date of award. Options include: Replacing the hydronic system with split system in Building 318, Replace RTU and split system and modify ductwork at Building 402 and replacing the boiler in Building 301. This IFB also includes a Brand Name Justification and Requirement for the use of Automated Logic Controls (ALC) Systems. All work is IAW the provided drawings and specifications provided with the solicitation. The contract duration is 300 days after Notice to Proceed (NTP). This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude is between $1,000,000 and $5,000,000 IAW FAR 36.204(f). Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”. The tentative date for issuing the solicitation is on-or-about 30 June 2020. The tentative date for the pre-bid conference is on-or-about 14 July 2020, 9:00AM Central Standard Time (CST), location will be in solicitation. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and shall follow base access requirements shown in the solicitation. This is the visitor entrance to the Air National Guard Base. Follow the instructions of the security personnel at the gate. Be prepared to provide your state or Federal Identification. The gate personnel will issue you a visitor badge. At the time of the site visit somebody from Contracting will escort you onto the base for the site visit and pre-bid conference. It is recommended you show up to the gate 10 minutes prior to the pre-bid conference to allow for processing into the base. A site visit will follow the pre-bid conference.
