Combined Synopsis/Solicitation (IAW FAR 12.603) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and any additional written solicitation will not be issued. The 137th SOCES at Will Rogers Air National Guard (WRANGB) is prepared to award a Firm Fixed Price Contract to a vendor for a Cross Connection Survey. This survey requirement involves inspecting and analyzing the domestic water system for all facilities and equipment on the base. The report will include recommended repairs for unprotected cross connections. The survey and report will be performed using certified backflow/cross-connection technicians meeting the qualifications set by the local, state, federal, and industry standards. Please see Statement of Work (SOW) for further requirements. The desired delivery is 60 days ADC (After Date of Contract). Clause 52.212-18 applies: Availability of Funds (Apr 1984) Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. Contractor is required to sign this document and return 1 copy to issuing office. Contractor agrees to provide all services set forth or otherwise identified above and on any additional sheets subject to the terms and conditions specified herein. The responsible offerors must be registered in the System for Award Management (SAM) database (available at: https://www.sam.gov/SAM/) and submit a completed copy of the Offeror Representations and Certifications – Commercial Items with their proposal. Lack of registration in SAM will qualify contractor as ineligible for award. All responsible sources may submit a proposal in response to this solicitation, which shall be considered. This solicitation is being issued as a Request for Quote (RFQ) for the purchase of a Cross Connection Survey.
