This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W50S8R-20-R-0038 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. This solicitation is set-aside 100 percent for Small Business. The NAICS code that applies is 334118 and business size is 1,000 employees. This action will result in a FFP purchase order, utilizing simplified acquisition procedures under Full and Open competition After Exclusion of Sources. Item: Stand Alone Kiosk Quantity: 1 each Salient Characteristics/Description: Contractor shall propose a stand-alone kiosk, capable of connecting via commercial internet, to create Department of Defense (DoD) Approved / Property of US Government Retiree and Dependent ID Cards: Functionality/Specifications: • Electrically and mechanically safe to meet safety codes • DoD-approved CAC reader • External audio headset connector – to allow customers to hear better in the high traffic area • User-adjustable video camera – to adjust for the needs of the customer • Rugged keyboard and trackball - able to be in a high-traffic customer service lobby area and be cleaned frequently • Portrait-oriented touchscreen monitor with privacy filter - to allow maximum visibility to customer while also having the privacy needed to a view private information in a public area • Minimum full-page (8.5""x11"") flatbed scanner to scan a standard size sheet of paper; can be bigger to accommodate legal size sheets of paper • Customizable, full screen browser interface to allow maximum flexibility for FSS • Session management to reset defaults and secure all user session data • Multi-touch enabled navigation and interactivity • Compatible with a full range of web-enabled content • Onscreen virtual keyboard • Device support for a full range of kiosk peripherals - touchscreens, printers, speakers, mag stripe card readers, smart card readers, DoD-approved CAC readers, biometric (fingerprint) readers, bar code scanners, image scanners, video cameras, autodial telephones, proximity sensors and mats, dual monitors • Support for multiple languages (minimum English and Spanish) • Support for automatic dialing using VoIP, Skype or POTS (analog) phone devices • Fully compatible with industry standard screen reading software • Remote monitoring capability with regular check-in and daily detailed status/activity logs • Remote content management and updating capability – update and manage content virtually/remotely Comm / Network Requirements • Standalone system that will not touch the DODIN or AFIN networks – but has the ability to collaborate with DoD enterprise databases, such as DEERS • Standalone system with flexible run loop that allows alternate exe, start-up and session specific programs (able to provide a backdoor or alternate boot sequence to allow for remote administration and support) • TAA, ADA, Section 508 and HIPAA compliant.
