This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation W50S8R-20-R-0028 is being issued as a Request for Quotation (RFQ). The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2020-07. This solicitation is set-aside 100 percent for Small Business. The NAICS code that applies is 237990 and business size is $39.5 million. This action will result in a FFP purchase order, utilizing simplified acquisition procedures under Full and Open competition After Exclusion of Sources. Requirement is for DELIVERY ONLY, of list of items and quantities that meet the salient characteristics and descriptions, as detailed in Attachment 01. List of items includes materials that will require delivery coordination (e.g. concrete, asphalt, aggregate). Exact delivery timeframes are not yet known, but will be identified once contractor has been selected. All other items are expected to be delivered within industry standards (e.g. 7 days, 10 days, 2 weeks, etc.) of receipt of contract. Evaluations factors will be Best Value determination by evaluation of Technical (proposed items meet requirement need) and Price as set out in Attachment 02: Provisions and Clauses (FAR 52.212-2). Quotes must include sufficient detail (data sheets, specifications, etc.) to determine that proposed items meet the minimum salient characteristics as specified in Attachment 01 Line Items Listing.
