The 174th Attack Wing of the New York Air National Guard located in Syracuse, New York, intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to Construct Reaper Operations Facility and renovate existing building 643 at Syracuse, NY (Onondaga County). The work includes, but is not limited to the construction of a new 3,365 square foot, one-story addition to existing Building 643 to support the upgrades to the Reaper flight operations mission. The Project scope also includes associated Site Work and utilities to support the new addition. Renovations and upgrades to the existing Squadron Operations Facility will be accomplished under Project HAAW162100, Repair Squadron Operations Center Building 643. Work on HAAW162100 will start concurrently with construction on HAAW179035. Work will be limited to the east Sensitive Compartmented Information Facility (SCIF) boundary rooms. The remainder of the work for HAAW162100 will pause for completion of the accreditation of the new SCIF constructed on HAAW179035 and movement of operations from the current SCIF to the new addition. Pause duration is estimated at 6-12 months. Work for HAAW162100 includes renovations of existing Building 643 to support the upgrades to the Reaper flight operations mission. The Project scope also includes associated Site Work and utilities to support the new addition. The building will be occupied during performance of work under these contracts. Contractors will be badged in and out of the job site daily. Occupancy notifications will be posted in a prominent location in the work area (non SCIF). All work in the active SCIF will require escorts by SCIF personnel. The contract duration is 330 days after NTP. This project is Small Business Set-Aside. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude is between $1,000,000 and $5,000,000. Your attention is directed to FAR CLAUSE 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees” applies to this project. The tentative date for issuing the solicitation is on-or about February 10, 2020. The tentative date for the pre-bid conference is on-or about 22 February 2020 at 9:00AM EST, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference.
