Contractors should sign the attached SF30 and return with their submission package. The Breathing Air Compressor at the 109th Air National Guard Station needs to be replaced. The current system consists of a MAKO BAM 06H compressor, MAKO SCFGS3-4 Air Fill System, and 4 Compressed Air Cylinders. The electric setup is for a three-phase, 50 Amp, 208V. The current scope is only for the compressor replacement, but the Air Fill System and cylinders are being requested as options and will be exercised at the time of award if deemed to be in the Governments best interest. BASIS FOR AWARD: This is a BRAND NAME OR EQUAL request IAW FAR 52.211-6 for One (1) ea MAKO CAM 06H compressor, One (1) ea MAKO SCFGS3-4 Air Fill System and four (4) ea compressed air cylinders IAW the attached SOW. As a result of this RFQ, the Government intends to award a Firm Fixed Price contract to the offeror whose quote conforms to the solicitation requirements and represents the best value. The overarching evaluation approach for all factors is to determine the adequacy of response and feasibility of approach. In determining which quote represents the best value, the Government intends to take the folowing action: 1. Quotes will be sorted according to price. The lowest priced quote will be evaluated first. 2. The quote will be evaluated to determine whether the offeror’s proposed product has adequately and completey considered, defined and satisfied the requirements specified in the Statement of Work (SOW). The quote will be evaluated to determine the extent to which each objective in the SOW has been addressed. If in the Governement’s opinion, the lowest priced offeror has submitted an adequate product/solution, the Government may determine that the particular offerors’ quote represents the best value without reviewing the technical or price of any other offeror. If, on the other hand, the Government discovers technical information that represents a significant concern, the Government may decide to evaluate the next lowest priced offer, and so on until a quote is identified which in the Government’s opinion, represents the best value. Offerors are advised that the best value may not be the lowest price. Award will be made to the technically acceptable offeror with the lowest evaluated price who is deemed responsible IAW FAR 9.104 and whose quote conforms to the solicitation requirements. You must be registered at https://www.sam.gov, return a signed copy of the solicitation, and acknowledge all amendments to be considered a responsive offeror.
