Furthermore, due to the COVID19 pandemic, the method of submitting proposals has changed. Offeror’s shall submit all proposal documents via the Department of Defense (DOD) Secure Access File Exchange (SAFE) website located at https://safe.apps.mil/ In order to submit documents, offeror’s must request a “Drop-Off Code” from the 109th Base Contracting Office. In order to request a code, offeror’s should email nicholas.b.bastiani.mil@mail.mil AND wanda.d.yarbor.mil@mail.mil AND christina.e.shorkey.mil@mail.mil and state in the email that you are requesting a drop off code to submit a proposal for solicitation W50S8J-20-R-0002. Hard copy proposals will not be accepted. See section 00110, paragraph 2.4.7 of Amendment 02 (pages 10 & 11) for complete details on how to submit proposals. Amendment 0001 is being issued to extend the offer due date until 21 May 2020 at 12PM EST, in order to give the Government an opportunity to answer questions raised in response to the solicitation. Interested parties should note that a combined pre-proposal conference/ site visit will be held on 10 April 2020 at 0900. See Page 11, Paragraph 2 of the solicitation document (SF1442) for details. We are currently monitoring developments regarding the COVID-19 Pandemic but at this time we do not anticipate that it will affect the date of the site visit or the potential award/ performance of any subsequent contract. With that said, in order to limit exposure to contractor, as well as base personnel, we are requesting that all Prime Contractors limit attendance to two (2) representatives per company. All persons attending the site visit will be required to wear a mask in order to maintain social distancing policy. Contractors may bring their own mask or the Government will provide one if necessary. IT IS IMPERATIVE that interested contractors register for the pre-proposal conference/ site visit AS SOON AS POSSIBLE and no later than 4PM on 8 April 2020 (see Page 11, Paragraph 2 of the solicitation document (SF1442) for instructions). The 109th Airlift Wing located in Scotia, New York intends to issue a Request for Proposal (RFP) to award a single, firm fixed- price contract for non-personal construction services, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the renovation of the Security Forces (Bldg. 26) & Communication (Bldg. 27) Buildings at Stratton Air National Guard Base, NY. The project includes, but is not necessarily limited to: HVAC removal and installation; Minor interior demolition and structural work; plumbing; electrical; carpentry, drywall, trim, painting, tile and other finish work; ADA compliant bathroom, stairwell and other access renovations; fire sprinkler system and/or dry chem system installation; roof repairs (specifically EPDM). Magnitude of this project is between $1,000,000 and $5,000,000. Construction/contract completion time is 270 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220, Commercial and Institutional Building Construction, with a small business size standard of $39,500,000. Your attention is directed to FAR CLAUSE 52.219-14 (DEVIATION 2019-O0003) (e) (3), Limitations on Subcontracting, which states "By submission of an offer and execution of a contract, the Offeror/Contractor agrees that in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the 85 percent subcontract amount that cannot be exceed.” The tentative date for issuing the solicitation is on-or about 24 February 2020.
