This is a combined synopsis/solicitation for a Blanket Purchase Agreement (BPA) to provide inactive duty lodging and lunch meal support for service members at multiple locations. The period of performance is from 9 April 2026 through 31 March 2028. Services must be provided within a 10-mile radius of specified military facilities in Niagara Falls, Syracuse, Rome, and Newburgh, New York, as well as Fort Belvoir, Virginia. The award is a 100% set-aside for SBA-Certified Woman-Owned Small Businesses and will be based on lowest price and a review of a capability statement, with the government not paying more than the applicable GSA per diem rates for lodging and meals. The contractor must be able to accommodate room sharing for most service members and provide final counts for rooms and meals with a 5-calendar-day lead time.
