PRE-SOLICITATION NOTICE / SYNOPSIS NOTE: This is a Pre-Solicitation Notice, for planning purposes only, to alert interested contractors and vendors of an upcoming contract opportunity at the NJ Air Nation Guard Base located in Egg Harbor Township, NJ 08234. This is not a Solicitation. Interested vendors shall not respond to this notice; but should monitor www.SAM.gov for the upcoming solicitation and response dates. Specifications, drawings, and Scope of Work are not available at this time. NAICS Code: 237310 Highway, Street, and Bridge Construction Set Aside: 100% for Small Businesses SBA Small Business Size Standard: $45M. Magnitude of Construction: between $100,000 and $250,000 in accordance with FAR 36.204(c). The New Jersey Air National Guard intends to issue a Request for Proposal to award a single firm fixed-price contract for construction services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, management, financial resources, and supervision necessary to Re-Stripe the Main Aircraft Parking Apron. The project consists of removing all existing markings on the aircraft parking apron. The vendor will them re-stripe the Aircraft Parking Apron in accordance with new parking plan. All work will be in the scope of work, plans, & specifications provided as part of the contact. Aircraft parking lay-out design is not part of this scope. This project will take place on an active military aircraft parking apron. The work will be completed in two Phases. The contract duration will be 150 calendar days after the date of contract award (ADC) to include inspection and punch list. On-site Performance is STRICTLY limited to a 30 continuous calendar day period between the dates of June 11, 2024, and August 7, 2024. These dates and Period of Performance are mandatory and will NOT be waived. The tentative date for issuing the solicitation is on-or-about March 13. 2024. The tentative date for the pre-bid conference is on-or-about April 3, 2024, 9:00am local time, location to be provided in the solicitation. Interested contractors are encouraged to attend and shall strictly follow conference registration and base access requirements shown in the solicitation to ensure base access. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted on or about April 10, 2024, via email to 177fw.contracting.org@us.af.mil. The Proposal due date is tentatively planned for on-or-about April 16, 2024. Actual dates and times will be identified in the solicitation. ALL solicitation and associated information will be available only from the Contract Opportunities page at www.SAM.gov under this Solicitation number: W50A8F-24-R-A010 Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded”. In accordance with FAR 36.211(b), the following information is provided: The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available; but will be compiled and provided in future announcements.
