This solicitation is issued as a request for quotes (RFQ) in accordance with FAR Parts 12 & 13. The provisions and clauses incorporated into this solicitation document are those in effect through Federal Acquisition Circular 2021-05. Provisions and clauses incorporated by reference have the same force and effect as if they were given in full text. The full text of the Federal Acquisition Regulation (FAR) and Defense Federal Acquisition Regulations supplement (DFARS) can be accessed on the internet at Acquisition.GOV | www.acquisition.gov. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation W50S8F-22-Q-0005 is issued as a request for quotation. The New Jersey Air National Guard will be awarding a Firm-Fixed Price Contract for Yellow Ribbon Event for June 25, 2022 under solicitation #W50S8F-22-Q-0005. This procurement is 100% set-aside for Small Business under NAICS Code 721110, with a small business size standard of $35,000.000.00 The contractor shall prove all personnel, equipment, supervision, lodging, meeting space, meals, audio visual equipment, and all other items and services necessary for the event in accordance with the Statement of Work (SOW and attachments). Quotes shall be submitted with pricing according to each individual like item listed below. The Government reserves the right to make an award on any item for a quantity less than the quantity offered, at the unit price offered, unless the offeror specifies otherwise in the offer. Place of Performance: The services shall be completed at/near the following location: 08234, Atlantic County, NJ and/or within 30 mile radius. Availability of Funds: Funds are not presently available for this contract. The Government’s obligation under this contract is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability of the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. The following commercial items are requested: CLIN 0001: Approximately 50 rooms per night for June 24 and June 25, 2022 for those attendees and staff outside the local area. A final number of actual sleeping rooms will be provided to the Contractor seven (7) days prior to the event. The Contractor will adjust the number of sleeping room requirements for billing as required. Check out will June 26, 2022. Rooms must not exceed Government per diem rate of $96.00 for the local area. If standard rate is less than government per diem rate, please provide the lower of the two. Total 50 rooms per night for 2 nights. CLIN 0002: Meeting Spaces / Breakout Rooms / Vendor Area = 11 Rooms & Vendor Area IAW with the SOW. CLIN 0003: Meals – Breakfast, Lunch, and dinner on June 25, 2022 IAW with the SOW CLIN 0004: AV Equipment Support IAW the SOW See attached Statement of Work for complete description for each CLIN and detailed requirements. A firm fixed price award will be made to the responsible offeror whose offer conforming to the solicitation will proved the Best Value to the Government. IAW 52.212-2, offer evaluation will be based on technical capability being approximately equal to price in meeting the SOW and attachments posted with this Solicitation. Quote will be evaluated in accordance with FAR Part 13.106-2, Evaluation of Quotes or Offers. Interested parties shall be registered in the System for Award Management (SAM).
