This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. AVAILABILITY OF FUNDS: Funds are not presently available for this contract. The Government’s obligation under this action is contingent upon the availability of appropriated funds from which payment for contract purposes can be made. No legal liability on the part of the Government for any payment may arise until funds are made available to the Contracting Officer for this contract and until the Contractor receives notice of such availability, to be confirmed in writing by the Contracting Officer. DESCRIPTION OF REQUIREMENT: Offerors shall provide all personnel, equipment, tools, and all other items and services necessary to provide a Paint Booth as specified in the attached Technical Requirements documents and attachments. This solicitation is issued as a request for quotation IAW FAR Part 12 and 13. Submit written quotes in reference to Request for Quote (RFQ) reference number W50S8F-21-Q-0009. As such only quotes with items that meet the identified specifications will be accepted. The NAICS code for this requirement is 333318-Other Commercial and Service Industry Machinery Manufacturing. This solicitation is a Total Small Business set-aside. EVALUATION OF QUOTES: The Government will award a contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government based on the price in meeting the requirements of the solicitation. Technical Proposal: Offerors shall provide a narrative approach for accomplishing work requirements identified in the technical requirements document. To be considered for award, note that you or your company shall be registered in SAM and if awarded the contract, shall subsequently enroll in Procurement Integrated Enterprise Environment (PIEE) for the purpose of invoice/payment. Please note that PIEE is the ONLY ACCEPTABLE means of invoicing for payment. Offerors should provide their DUNS number, CAGE code, and confirmation of their registration in PIEE along with their quote. Offerors shall have their System for Award Management (SAM) accounts updated as of October 2020 to reflect the inclusion of clause 52.204-26 – Covered Telecommunication Equipment or Services-Representation. If your SAM account has not been updated you will need to submit a completed clause 52.204-24 – Representation Regarding Certain Telecommunications and Video Surveillance Services or Equipment with your offer package.
