The 106th Rescue Wing of the New York Air National Guard intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the construction of a Storage Shed at Westhampton Beach, NY (Suffolk County). The contract duration is 120 days after notice to proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 236210, with a size standard of $39,500,000.00. The magnitude of construction is between $500,000 and $1,000,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”. The tentative date for issuing the solicitation is on-or-about 10 August 2021. The tentative date for the pre-bid conference is on-or-about 31 August 2021, 2:00 PM eastern standard time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. All questions for the pre-bid conference must be submitted by 26 August 2021 via email to Sara Luna at sara_margaret.luna.1@us.af.mil. The bid opening date is scheduled for on-or about 10 September 2021. Actual dates and times will be identified in the solicitation. The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The 106th Rescue Wing of the New York Air National Guard intends issue a solicitation and award of a contract to construct a “Storage Shed”. The magnitude of this project is between $500,000 and $1,000,000. The project includes but is not necessarily limited to: site preparation, foundation, erection of metal shed and electrical. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a bid as a prime contractor no later than 25 June 2021. This notification, which shall not exceed five typewritten pages, must include: A positive statement of intent to bid. A completed and signed Source Sought Information Request Form. A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, contract number, location, and point of contact are to be included. Indicate if you were the prime or subcontractor, and if the subcontractor, provide the name and point of contact for the prime contractor. A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
