This is a web based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. This solicitation number W912PQ20R0002 is issued as a Request for Proposal (RFP) from the 106th Rescue Wing of the New York Air National Guard, Westhampton Beach, NY, 11978 for Human Performance Optimization (HPO) Services that includes base plus four (4) one (1) year option periods in support of the 103rd Rescue Squadron. Contractor shall provide all labor, tools, parts, materials, equipment, transportation and other incidents necessary to accomplish all requirements within the Performance Work Statement. (PWS) dated 15 November 2019, which is attached and made part of this solicitation. Service Code is Q518 Medical-Physical Medicine/Rehabilitation. Principle NAICS is 621340 and size standard is $8.0 million. The source selection process will be conducted in accordance with FAR Part 15.3 and DFARS Part 215.3, source selection procedures. Evaluation factors include Past Performance and Price. The Government intends to award without discussions. This requirement is set aside 100% for Small Business Only (SB). Solicitation is estimated to be posted on or about Jun 5, 2020. Solicitation response date is estimated to be on or about July 7, 2020. The resulting contract will require the Contractor to be compliant with the Contract Manpower reporting (CMR) system. The Contractor shall report ALL contractor labor hours (including subcontractor labor hours) required for performance of services provided under this contract for the NYANG via a secure data collection site. See attached Performance Work Statement for more information. In order to be eligible for award, the successful offeror's System for Award Management (SAM) registration must be active and includes representations and certifications. This solicitation will be issued electronically, therefore hardcopies will not be provided. Upon release of the solicitation, it will be available on the https://beta.sam.gov/ website. CAUTION: This solicitation will be issued electronically as will any amendments thereto. Because of this, the Government is under no obligation and is in fact unable to maintain a bidder's mailing list.
