This is a web based dissemination tool designed to safeguard acquisition-related information for all Federal agencies. The 106th Rescue Wing of the New York Air National Guard intends to issue an Invitation for Bid to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the construction of cement pads at Westhampton Beach, NY (Suffolk County). This project is to construct and pour cement pads within the FS Gabreski ANG Base. Basis of Award: Bid that conforms to the terms and conditions of the synopsis/solicitation and meets all the requirements outlined in the statement of work, provides the lowest price and is determined responsible in accordance with FAR Subpart 9.104-1. The contract duration is 59 days after Notice To Proceed. This project is set aside 100% for Small Business. The North American Industry Classification (NAICS) Code is 238110, with a size standard of $16,500,000.00. The magnitude is between $25,000 and $100,000. Your attention is directed to FAR Clause 52.219-14 (b) (4) LIMITATIONS ON SUBCONTRACTING which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees that in performance of the contract the concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees”. Gabreski ANG Base The purpose of this synopsis is to gain knowledge of potential sources for this project including interested Small Business sources. This notice is for planning purposes only. All interested parties should respond. The 106th Rescue Wing of the New York Air National Guard intends issue a solicitation and award of a contract to “Concrete Display Pads”. The magnitude of this project is between $25,000 and $100,000. All interested concerns will provide this office, in writing, a notice stating their positive intention to submit a proposal as a prime contractor no later than 31 January 2020. This notification, which shall not exceed five typewritten pages, must include a (1) positive statement of intent to bid as a prime contractor, and (2) a completed and signed Source Sought Information Request Form and (3) A listing of projects completed during the past three years, both for government and private industry. The type of project, dollar value, Contract number, location, and Point of Contact are to be included. Indicate if you were prime or subcontractor, and if subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract. In the event adequate Small Business contractors are not available for adequate competition for this project, it may be advertised as unrestricted.
