This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. 2. This solicitation is being issued as a(n) Request For Quotation (RFQ). 3. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisiton Circular 2020-06 , Defense Federal Regulation Public Notice 20200324 , and Army Federal Acquisition Circular Revision #28, 1 May 2019. The North American Industry Size Classification System (NAICS) code associated with this requirement is 532490. 4. This requirement is solicited under, Total small-business set-aside , will be used in accordance with FAR 19.000(b). The Nevada Air National Guard (NVANG) has requirement to rent or lease approximately 2,000 square feet (SF) of office space for the temporary relocation of occupants of Bldg. 111 during the Repair HVAC B111 project. Upon completion of Bldg. 111 HVAC project, the government would then seek an additional 1,200 SF for a total of 3,200 SF of office space for the temporary relocation of occupants during the Repair HVAC B56 project., as defined in this PWS. The Period of Performance is estimated to be five (5) months per CLIN (building project) for a total of 305 day from 14 July 2020 - 14 May 2021. Federal sales tax exempt. Quotes in response to this solicitation must be submitted no later than 22 May 2020 at 1:00 PM PST. All price quotations must be submitted on Attachment 2 - Quote Sheet or alternative versions with all required info, and it must be filled in entirely; all technical submissions must be submitted on a separate document and no longer than 5 pages single sided. 3. One (1) copy of the completed Attachment, FAR 52.222-52 Certification. Evaluation Criteria FAR Provision 52.212-2, Evaluation -- Commercial Items, applies to this acquisition. As prescribed in FAR 12.301(c), the following addendum is provided for this solicitation and hereby amends any language therein: (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: TECHNICAL CAPABILITY - Technical submission clearly identifies the capability of providing leased/rented temporary facilities to support the required square footage, as defined in this PWS. The capability shall demonstrate having the external utility and internal requirements outlined in the PWS paragraph 5.2; a plan for delivery/set-up for the beginning and clean-up, pick-up and removal of units for after the period of performance. A plan for completing the facility maintenance throughout the performance as defined in the PWS 5.3.1. Quotations that do not meet these requirement will be considered unacceptable and therefore under the evaluation process will not be considered for award. Completed of the FAR 52.222-52 Certification. PRICE - Price will be evaluated on a comparative basis amongst all received quotations and the Government's estimate. Evaluation of price will consider the total of the prices, as the sum of the prices of all contract line items (CLINs). Each CLIN price will be evaluated as the quantity multiplied by the unit price, rounded to the nearest cent. Technical and past performance, when combined, are equal to when compared to price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). (c) The Government intends to make an award without conducting communications. However, the Government reserves the right to enter into communications with some, all or none of the vendors regarding their quote at any time during the evaluation if deemed in the best interest of the Government. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 10 days.
