Per the Secretary of Defense's Memorandum due to the COVID-19 pandemic, all individuals on DoD property, installations and facilities will wear cloth face coverings when then cannot maintain six feet of social distance in public areas or work centers. 2. To reiterate, everyone who enters a Nevada Guard installation must have a face covering available. This includes all: medical personnel, DoD civilian employees, DoD contractors, and all individuals on DoD property, installations and facilities. 3. To enforce these rules the 152 AW Commander has directed the following procedure in order for contractors to attend the Pre-bid Conference and Site Visit on 6 May 2020 at 10:00 A.M. PST. All individuals coming on base will need masks and have temperatures taken prior to coming on base. All members will be directed to the restroom to wash hands before heading into the Wing Auditorium. A schedule of events will be provided at arrival. 4. In addition to completing the base access questionnaire that is required 7 business days prior to the meeting, these additional steps will need to be followed at base entry: Have an appropriate face covering with you; you will be asked to show your face covering while coming through the gate. Roll down window and hold identification (ID) at arm's length to have it reviewed/scanned. Answer the medical screening questions 5. Due to the potential size of the attendance, the location has changed from Air National Guard Base, Civil Engineering Building 88, Room B, 1776 National Guard Way, Reno, NV 89502 to Air National Guard Base, Wing Headquarters Building 56, Wing Auditorium Room, 1776 National Guard Way, Reno, NV 89502. 6. Work shall be performed in accordance with the plans and specifications. This project is being solicited as a Small Business Set-Aside. The North American Industry Classification System (NAICS) Code is 238220, and the Small Business Size Standard is $16,500,000.00 in Average annual receipts for the past three years. Construction project magnitude is between $1,000,000.00 and $5,000,000.00. Firms who intend to submit a bid are strongly encouraged to attend the Pre-Bid Conference. The Nevada Air National Guard located in Reno, NV and the USPFO for Nevada intend to issue an Invitation for Bid (IFB) to award a single, firm fixed-price contract for construction services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary to perform and complete the installation of a new variable refrigerant volume heating, ventilation, and air condition (HVAC) system throughout the entirety of Building 56 (19,032 SF) and throughout the entirety of Building 111 (17,426 SF). More specifically the work in Building 56 will include the removal of the existing central station air-handler, air distribution systems, and the central station boiler. The installation of two variable refrigerant flow, heat recovery, HVAC systems and the installation of a new dedicated outside-air system. It will also include the installation of the ductwork distribution system to deliver outside air to the direct exchange heat pumps. The contractor will be required to upgrade the temperature controls to direct digital type and connect the base wide system for remote monitoring and control. Architectural modification include removal and replacement of existing ceilings and soffits. Electrical work will include new power for mechanical systems. Existing lights and fire alarm will be removed and reinstalled in new ceilings. The work in Building 111 will include the removal of 23 water source heat pumps, dedicated outside-air system, cooling tower, and air distribution system. The contractor will install two new variable refrigerant flow, heat recovery, HVAC systems and a new dedicated outside-air system. The contractor will install new ductwork distribution system to deliver ouside air to the direct exchange heat pumps. The contractor will upgrade the temperature controls to direct digital type and connect to the base wide system for remote monitoring and control. Architectural modifications include the removal and replacement of existing ceilings and soffits. Electrical work will include new power for mechanical systems. Disclosure of the magnitude of construction project (f) between $1,000,000.00 and $5,000,000.00. Construction/contract completion time is anticipated to take approximately 240 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220 and 238220. The small business size standard is $39.5 million for 236220 and $16.5 million for 238220. This action has not been determined to be procured under a small business set-aside or an unrestricted basis.
