Update 1, 29MAR22 - Brand Name manufacturers included The USPFO for New Hampshire intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all labor, plant, materials, and equipment, and performing work necessary to provide a complete and functional installation as described below: Base Bid: Vehicle Operations Heated Parking. The work consists of furnishing labor, plant, materials, and equipment to construct a two-bay heated garage for two (2) R-11 Tankers and one (1) R12 Pumper trucks. Construction IAW specifications and drawings attached Option Line Items: OL1 - Natural Gas Line Connection OL2 - Communications Wiring and Equipment Monaco Enterprises and Schneider Electric EcoStruxure are brand name specific for compatibility to existing infrastructure (noted justifications will be included with solicitation). The contract duration is 270 days after notice to proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude of construction is between $1,000,000 and $5,000,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008)), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded". The tentative date for issuing the solicitation is on-or-about April 29th, 2022. The tentative date for the pre-bid conference is on-or-about May 12, 2022, 10:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. DESCRIPTION – The purpose of this notice is to gain knowledge of potential sources for planning purposes only. The New Hampshire National Guard will not be responsible for any costs incurred by interested parties responding to this notice. THIS IS NOT A SOLICITATION. Responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract. The intent of this notice is to identify qualified Small Business (SB) concerns capable of performing the requirements described below. The North American Industry Classification System (NAICS) code is 236220 and the Small Business Administration (SBA) size standard is $39.5 million. The work consists of furnishing labor, plant, materials, and equipment, and performing work necessary to provide a complete and functional installation as described below: (1) The work consist of construction of a two-bay heated garage for two (2) R-11 Tanker and one (1) R12 Pumper trucks. (2) OLI 1 - Natural Gas Line Connection: Natural gas shall be constructed (3) OLI 2 - Communications Wiring and Equipment: PRINCIPLE ELEMENTS – The work to be performed includes the following principal elements: (1) Construction of approximately 2,635 square feet of space for vehicle parking. (2) Building systems including ventilation systems, electrical and lighting, lightning protection, communications systems, fire detection/protection systems, and spill containment appropriate to accommodate the program. (3) Site work including building excavations and grading to accommodate the building as well as utility connections for fire protection water, electrical, oil/water separation, and storm sewer systems to accommodate the program. Utility connections will be made to existing infrastructure. The magnitude of this project is between $1,000,000 and $5,000,000. Your attention is directed to FAR Clause 52.219-14(c)(3) which states: The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. All interested parties responding to this sources sought request shall, at a minimum, submit the following information requested on the attached document titled: Sources Sought Response Form SZCQ152534 in attachments. Submissions are restricted to ten (10) single-sided pages maximum, and must include: (1) Positive statement of intent to bid as a prime contractor. (2) A completed and signed Sources Sought Response Form SZCQ152534. (3) A listing of projects completed during the past three (3) years, may be from both Government and/or private industry projects. The list must include the type of project, dollar value, contract number, location, and point of contact. Indicate if you were prime or subcontractor. If subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.
