This notice constitutes an Invitation for Bids (IFB), Solicitation W50S8A-24-B-5211 for Building 254 Interior Renovation at Pease Air National Guard Base (PEASE ANGB), Newington, NH. The Government seeks to award a single firm fixed price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools equipment, appliances and supervisors needed to repair and renovate office space within B254 to include the installation of 9,000 sqft of drywall, the installation od 22,000 sqft of ceiling tiles, the installation of 8,500 sqft of carpet, and provide 2,000 linear feet of cove base and painting according to the Statement of Work (SOW). The contractor shall also reinstall standard facility infrastructure. The contract duration shall be 270 days after Notice to Proceed (NTP). This project will follow a demolition project in the same space, for planning purposes assume NTP to be issued tentatively in November. Three remediation plans that indicate the scope of the demolition project ahead of this requirement have been uploaded for your reference and are not intended to be viewed as included in this project: - B254 Carpet Remediation Plan - B254 Ceiling Tiles Remediation Plan - B254 Drywall Remediation Plan Please refer to the attached Statement of Work and Drawing attached to this solicitation. Also be sure to review the attached SF1442 for a complete listing of the applicable provisions and clauses, and applicable wage determination. Also please note that the Government is setting this requirement aside as a total 100% small business set aside under the North American Industrial Classification System (NAICS) 236220 which has a small business size standard of $45.0M. The associated PSC code is Y1JZ. Interested parties shall provide their bids to the Government by the closing date and time of this solicitation and shall be available for public opening on 29 August 2024 at 10:00 EST at the Portsmouth Armory located at 801 McGee Drive, Portsmouth, NH 03801. Bids shall either be mailed directly to the government at 302 Newmarket Street, Newington, NH 03803 by the time specified in the solicitation or hand carried to the Portsmouth Armory on opening day. The Government cannot accept bids electronically. Interested bidders are strongly encouraged to review the "Instructions to Bidders" in section 00 21 13 of the solicitation. This posting also constitutes a notice of a pre-bid conference & site visit which the Government will conduct on July 31th, 2024 at 09:00 AM EST on-site at Pease ANGB. In accordance with FAR 36.211(b), the following information is provided: (1) The National Guard has no agency-specific policies or procedures applicable to definitization of equitable adjustments for change orders under construction contracts other than those described at FAR 43.204, DFARS 243.204 and AFARS 5143.204. (2) Data for the prior 3 fiscal years regarding the time required to definitize equitable adjustments for change orders under construction contracts for the National Guard is currently not available, but will be compiled and provided in future announcements
