The USPFO for New Hampshire intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all labor, plant, materials, and equipment, and performing work necessary to provide a complete and functional installation as described below: Planning and Design: Provide the Government a Bill of Materials for Substation and all materials related to the demolition and installation. This is to ensure the Government has a record of materials used for the Substation. Demolition: Remove and dispose of the failed transformer and any associated components not required to install the replacement transformer, in accordance with Federal and New Hampshire Department of Environmental Services regulations Installation: Replace the existing 3 MVA transformer with a new 3 MVA unit. Make all line, load, controls, and any other connections to provide a full, safe, and properly functioning system. Substation and Materials: Provide the Government a Bill of Materials for Substation and all materials related to the demolition and installation. This is to ensure the Government has a record of materials used for the Substation The contract duration is 200 days after notice to proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 237130, with a size standard of $39,500,000.00. The magnitude of construction is between $500,000 and $1,000,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2021-O0008)), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded” The tentative date for issuing the solicitation is on-or-about June 1st 2022. The tentative date for the pre-bid conference is on-or-about June 9th, 2022, 10:00AM local time, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference. DESCRIPTION - The purpose of this notice is to gain knowledge of potential sources for planning purposes only. The New Hampshire National Guard will not be responsible for any costs incurred by interested parties responding to this notice. THIS IS NOT A SOLICITATION. Responses to this notice are NOT considered offers and cannot be accepted by the Government to form a binding contract. The intent of this notice is to identify qualified Small Business (SB) concerns capable of performing the requirements described below. The North American Industry Classification System (NAICS) code is 237130 and the Small Business Administration (SBA) size standard is $39.5 million. This project will repair the substation by removing one (1) existing failed 3.0 MVA substation transformer and replace it with a new 3.0 MVA transformer, at Pease Air National Guard Base (ANGB), New Hampshire. The project will provide a direct replacement (same size, capability, characteristics, capacity and load rating) of the existing, failed unit. The project shall include planning and design, execution strategy , coordination, site evaluation/preparation/modification (as required), disposal of the failed transformer and associated non-reusable materials, placement/installation, connections (control, line and load), and control and monitoring system integration, to provide full integration of the new transformer into the substation as a complete and usable system. The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary to perform procurement and installation as specified in this Statement of Work. The contractor shall provide: 1. Planning and Design 2. Demolition 3. Installation Construction should be compatible with applicable Department of Defense, Air Force, and base design standards. In addition, local materials and construction techniques shall be used where cost effective. This project will comply with DoD antiterrorism/force protection requirements per unified facilities criteria. The magnitude of this project is between $1,000,000 and $5,000,000. Your attention is directed to FAR Clause 52.219-14(c)(3) which states: The concern will perform at least 15 percent of the cost of the contract, not including the cost of materials, with its own employees. All interested parties responding to this sources sought request shall, at a minimum, submit the following information requested on the attached document titled: Sources Sought Response Form Submissions are restricted to ten (10) single-sided pages maximum, and must include: (1) Positive statement of intent to bid as a prime contractor. (2) A completed and signed Sources Sought Response Form . (3) A listing of projects completed during the past three (3) years, may be from both Government and/or private industry projects. The list must include the type of project, dollar value, contract number, location, and point of contact. Indicate if you were prime or subcontractor. If subcontractor, provide the name and point of contact for the prime contractor. (4) A brief outline of resources, subcontractors, and key personnel that would be used to accomplish the contract.
