This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR Subpart 12.6 as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is W50S8A21Q0003, and is issued as a Request for Quote (RFQ), unless otherwise indicated herein. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2021-02. The associated North American Industrial Classification System (NAICS) code for this procurement is 315990-Apparel Accessories and other Apparel manufacturers, a small business size standard of 500 employees. This requirement is 100% set-aside fo a local small business, and only qualified vendors may submit quotes. The New Hampshire Air National Guard has a requirement for tactical equipment. Please see the attached Bill of Materials (BOM) for the specifications for the requirement. Some items on the BOM are required to be BRAND NAME ONLY. Each item must me priced separately. CLIN0001 Tactical Gear, 1 each, $____ All equipment listed in the attached Bill of Materials shall be quoted (Tactical Gear_BOM). All equipment will be individually priced. This requirement will be FOB Destination to 302 Newmarket street, BLD 151, Portsmouth, NH 03801. Vendors must provide the products technical specifications for technical evaluation. Vendors are cautioned that offers submitted that are found to have missing information (i.e. product technical specification sheets) will be considered non-responsive and can be considered non-responsive for award. The Government will award a contract resulting from this solicitation to the responsible quoter whose quotation conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1. Price 1a. all equipment shall be priced in quote. 2. Technical capability - 2a. Must meet minimum salient characteristics. 2b. NSN numbers annotated on BOM must be exact match This solicitation requires registration with the System for Award Management (SAM) in order to be considered for award, pursuant to applicable regulations and guidelines. Registration information can be found at www.sam.gov. Registration must be "Active" at the time of award. The selected offeror must comply with the attached provisions and clauses.
