The North Dakota Air National Guard intends to award a sole-source, firm-fixed-price Architect-Engineer contract to Zerr Berg Architects, Inc. for Type C construction-phase services on a previously designed installation access-control infrastructure upgrade in Fargo, North Dakota. The action is authorized under 10 U.S.C. 3204(a)(1)/FAR 6.103-1 as only one responsible source, because Zerr Berg was the original Designer of Record and performed Type A and Type B services. The work includes construction-phase technical support, design clarification, critical-submittal review, periodic inspections, modification and testing support, record-drawing support, and project closeout documentation. This is not a request for competitive proposals, but responsible sources may submit a capability statement or proposal for Government consideration. Detailed technical information may be provided to responsible sources upon request, subject to applicable access, handling, security, and release requirements.
