(i) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number is W50S88-24-Q-0134 and this solicitation is being issued as a request for quotation (RFQ). (iii) This solicitation document and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) FAC 2024-05, Effective 22 May 2024. (iv) This acquisition is designated as a 100% Small Business set-aside IAW FAR 19.502-2(a). The NAICS is 336999 with a size standard of 1,000 employees. Other NAICS will be accepted on a case-by-case basis. Only quotes submitted by Small Businesses will be considered for contract award by the government. (v) Line-item numbers and items, quantities, and units of measure: Line Item: 0001 Description: All Terrain Utility Vehicle Qty: 1 UofM: EACH (EA) -------------------- Line Item 0002 Description: Shipping (if applicable) Qty: 1 UofM: EACH (EA) -------------------- (vi) Description of Requirements: The North Dakota Air National Guard has a requirement for an enclosed four-door all-terrain utility vehicle for safe Aircrew transport between the Operations Building (Bldg 380) and the Launch and Recovery Element (Bldg 210) within the confines of the 119th Wing/North Dakota Air National Guard. A vehicle of this nature is also required for additional usage by Airfield Management personnel BASH program enforcement within the grounds of Hector International Airport. *This is a “Brand Name, or equal” procurement. The referenced brand name is not intended to be restrictive but represents the minimum requirements of the government. The salient physical, functional, and performance characteristics must be met for an “or equal” item to be acceptable and considered for contact award by the government. Physical Characteristics: - Must be a 4-Door Model only. - Must possess a chassis capable of handling both On and Off-Road conditions. - Must possess a cab large enough to provide capability to safely transport up to six (6) individuals. - Must possess a fully enclosed cab. - Must possess seatbelts for up to six (6) individuals. - Must possess a windshield. - Must possess windshield wipers. - Must possess doors with windows. - All doors must be removable for special circumstances/operations. - Must be available in a “solid” conservative color (not camouflage). - Must not exceed a “footprint” of 160” Long x 65” Wide x 80” High, excluding any added accessories. - Must possess front and rear brush guards. - Must possess a rear receiver hitch. - Must possess interior and exterior rearview mirrors. - Must possess interior and external lighting inclusive of headlights, turn signals, and tail/brake lights. - Must possess “standard” vehicle instrumentation (speedometer, odometer, hour meter, gear indicator, fuel level gauge, coolant temperature indicator, voltage indicator, service/maintenance indicator, and DC outlet). - Must possess a Service Manual. Functional Characteristics: - Must utilize gasoline (not diesel) as fuel source. - Must possess hydrostatic or automatic transmission. - Must possess towing capability. - Must possess a cargo box for equipment transport. - Must possess power steering. - All windows on doors must possess roll-down capability. - Must possess a cabin heater for cold weather operations. - Must possess a “cold weather” package (or similar), such as a battery heater and oil pan/block heater (plug-in type). - Must possess a battery tender/trickle charger. - Must possess capability to attach additional options for utility purposes. Performance Characteristics: - Must possess On and Off-Road capability. - Must be able to operate in extreme cold (-30 degrees Fahrenheit) and all-weather conditions. - Must possess Roll Over Protection System (ROPS). - Must possess 4WD/AWD capability. - Must possess gasoline engine with a minimum of 950cc. - Must possess a minimum top speed of 30 miles per hour (MPH). - Must possess heavy duty all-terrain tires. - Must possess a Standard Manufacturer’s Warranty (minimum of 1 year). (vii) Dates and place of delivery and acceptance: Desired Delivery Date: No Later Than Monday, September 30th, 2024. Place of Acceptance: 119th Wing / North Dakota Air National Guard, located at 1400 32nd Ave. North, Fargo, ND 58102. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Provisions and clauses can be viewed at https://acquisition.gov. **ADDENDUM TO FAR 52.212-1 Instructions to Offerors-Commercial Items: Offerors shall prepare their quotations IAW FAR 52.212-1. At a minimum, the following information shall be included: 1. Unique Entity Identifier (UEI) Number. 2. Federal Tax ID Number. 3. Commercial and Government Entity (CAGE) Code. 4. Contractor’s Legal Name. 5. Payment Terms (NET 30) or Discount. 6. Point of Contact and Phone Number. 7. Email address. 8. Complete pricing that identifes shipping charges to the 119th Wing/North Dakota Air National Guard, located at 1400 32nd Ave. North, Fargo, ND, 58102, if applicable. **Quotations must be emailed to and received by the individuals identified in paragraph xvi by the solicitation closing date and time identified in paragraph xv. (ix) The provision at 52.212-2, Evaluation -Commercial Items applies to this acquisition. Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.106-2. Evaluation factors are listed below. Evaluation-Commercial Items Basis of Award Decision: The Government intends to Award a firm fixed price (FFP) contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous in terms of “Best Value” to the Government with price and other factors considered. The following factors shall be used to evaluate offers: a) PRICE. Any price paid by the Government must be determined to be fair and reasonable. b) TECHNICAL ACCEPTABILITY. Any item submitted for consideration of contract award must possess all minimum salient characteristics as identified in this solicitation. Interested parties submitting “or equal” product must submit supporting documentation (cut sheets, manufacturer’s specifications, etc.) that CLEARLY identify that all salient characteristics are inclusive of the “or equal” product being offered. Failure of any interested party to provide this required information with an offeror’s quote will deem the offeror’s quote as “non-responsive”, and therefore, disqualified from consideration of contract award. b) PAST PERFORMANCE. Past performance information may be based on one or more of the following: The Contracting Officer’s knowledge of and previous experience with the service being acquired. Customer surveys and past performance questionnaire replies. The Contractor Performance Assessment Reporting System (CPARS). Any other reasonable basis. ** Past Performance and Technical Acceptability, when combined, are approximately equal when compared to Price. (x) Offerors are not required to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services with any submitted Offer. All invoices must be submitted through WAWF. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer, whether or not there are exchanges after its receipt, unless a written notice of withdrawal is received before award. Contract award may be made without discussions. (xiv) Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. (xv) Any questions concerning this solicitation must be received via email by the two individuals listed below in paragraph xvi no later than 3:00 P.M. Central Daylight Time (CDT) on Friday, August 9th, 2024. Responses (quotes) to this solicitation are to be submitted to the two individuals listed below in paragraph xvi and received electronically via email by 4:30 P.M. Central Daylight Time (CDT) on Friday, August 16th, 2024. Quotes that are received after this date and time may not be accepted for consideration of contract award.
