This announcement constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. (ii) This solicitation number is W50S88-24-Q-0132 and this solicitation is being issued as a request for quotation (RFQ). (iii) This solicitation document and incorporates provisions and clauses in effect through Federal Acquisition Circular (FAC) FAC 2024-05, Effective 22 May 2024. (iv) This acquisition is designated as a Small Business HUBZONE set-aside in accordance with FAR 19.13, with a NAICS code of 541810, with a size standard of $25.5 million determined to represent the principal purpose of this contract. In accordance with FAR 19.1303(d), to be considered for any contract award resultant of this solicitation, offerors must be a small business that is HUBZone certified by the Small Business Administration at the time of its initial offer and at the time of contract award. (v) Line-item numbers and items, quantities, and units of measure: Line Item: 0001 Description: Advertising Services Period of Performance (PoP): 24AUG2024 - 08MAR2025 QTY: 1 UofM: JOB (vi) Description of Requirements: The North Dakota Air National Guard has a requirement for Advertising Services in support of the 119th Wing Recruiting Section. Advertising Services will span four different sporting seasons at the Ralph Engelstad Arena in Grand Forks, North Dakota (University of North Dakota (UND) women’s volleyball, men’s hockey, women’s basketball, and men’s basketball). See attached Statement of Objectives (SOO) for a description of advertising requirements. (vii) Dates and place of delivery and acceptance: The Period of Performance (PoP): Saturday, August 24th, 2024, through Saturday, March 8th, 2025. Advertising is to be performed at the Ralph Englestad Arena, located at One Ralph Engelstad Drive, Grand Forks, North Dakota. (viii) The provision at 52.212-1, Instructions to Offerors-Commercial, applies to this acquisition. Complete pricing that encompasses the Period of Performance (PoP) identified above. **Quotations must be emailed to and received by the individuals identified in paragraph xvi by the solicitation closing date and time identified in paragraph xv. (ix) The provision at 52.212-2, Evaluation -Commercial Items applies to this acquisition. Evaluation of quotes will be conducted using Simplified Acquisition Procedures in accordance with FAR Part 13.106-2. Evaluation factors are listed below. Evaluation-Commercial Items Basis of Award Decision: The Government intends to Award a firm fixed price (FFP) contract to the responsible offeror whose offer conforming to the solicitation will be most advantageous in terms of “Best Value” to the Government with price and other factors considered. The following factors shall be used to evaluate offers: a) PRICE. Any price paid by the Government must be determined to be fair and reasonable. b) PAST PERFORMANCE. Past performance information may be based on one or more of the following: The Contracting Officer’s knowledge of and previous experience with the service being acquired. Customer surveys and past performance questionnaire replies. The Contractor Performance Assessment Reporting System (CPARS). Any other reasonable basis. ** Past Performance is approximately equal when compared to Price. (x) Offerors are not required to include a completed copy of the provision 52.212-3, Offeror Representations and Certifications-Commercial Products and Commercial Services with any submitted Offer. A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer shall result in a binding contract without further action by either party. Before the offer’s specified expiration time, the Government may accept an offer, whether or not there are exchanges after its receipt, unless a written notice of withdrawal is received before award. Contract award may be made without discussions. (xiv) Defense Priorities and Allocations System (DPAS) is not applicable to this acquisition. (xv) Any questions concerning this solicitation must be received via email by the two individuals listed below in paragraph xvi no later than 3:00 P.M.
