THIS IS A PRE-SOLICITATION NOTICE FOR MBMV099170 CONSTRUCT MAIN GATE ENTRANCE (Formerly W50S84-22-B-0001) Construct Main Base Entrance MBMV099170_Battle Creek MI 1 The acquisition was accepted into the SBA 8(a) program and is being offered for competition limited to eligible 8(a) participants. 2. Brand name justification letters will be posted upon issuance of solicitation Brand names for systems include: Best, Monaco, and Trane Background: Build according to Design: The project will clear and grub the site along vacated Skyline Drive and install AT/FP compliant perimeter fence, vehicle and personnel gates as needed. Sections of fence will be security fence/barriers as needed to provide a secure safety zone around the entry control facility. A new gatehouse with overhead protection at inbound vehicle lanes will be located within the access control zone. The gatehouse will conform to existing architectural standards, including brick exterior and standing seam metal roof. The new gatehouse will have a restroom and appropriate ballistic/impact protection. The project will provide new roadway for the approach zone and response zone including curbing, signage and drainage, active vehicle barriers (AVBs) at the end of the response zone, and security forces parking space before the barrier location for sufficient security overwatch. Area lighting and other site utilities including electrical, water, sewer, and communication service will be provided. The main gate receives vehicles of various sizes, ranging from personal automobiles to full size semitrailers with trailer lengths of 53 feet and overall length of 73.5 feet (AASHTO WB-67) daily. During construction projects on Base, the main gate area additionally serves as an entry point for trucks hauling materials to project sites. The projects magnitude is between $5,000,000.00 and $10,000,000.00. This requirement will be 100% set-aside for Small Business concerns. The following NAICS code 236220 will apply with the Small Business Size Standard of $39.5 Million. This project will be awarded as a firm-fixed price contract. The successful contractor will be chosen via Invitation for Bid procedures that result in the best value to the Government. All information required for submission of an offer will be identified in the solicitation. Solicitation W50S84-23-B-0001 information will be advertised electronically on or about 8 November 2022 at https://www.sam.gov/ with an anticipated award date of 28 December 2022. All responsible sources may submit a proposal which shall be considered by the agency. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors. This synopsis of proposed contract action is for planning purposes only and does not commit the Government to pay for any information, issue a solicitation, or award a contract. The synopsis is not to be construed as a commitment by the Government. Any costs incurred as a result of a response to this announcement shall be borne by the firm and will not be charged to the Government for reimbursement. Paper copies will not be available.
