This project consists of providing all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the construction of repairing and renovating the existing building P-1 at South Portland Air National Guard Station, South Portland, ME. All work to be completed at the South Portland Air National Guard Station in South Portland, ME (Cumberland County). This project is being solicited as a Small Business Set Aside. The North American Industry Classification (NAICS) code is 236220, and the Small Business Size Standard is $39.5M in average annual receipts for the previous three years. Construction magnitude is between $250,000 and $500,000. Persons who intend to bid are strongly encouraged to attend the Pre-Bid Conference. See Section 00100 for location and date. All documents including plans and specifications will be available only from www.beta.SAM.gov. Funds are not presently available for this contract. Currently, the Government anticipates funds will become available prior to but no later than midnight 1 August 2021. Award will be made to the responsible bidder whose bid conforms to the invitation for bids and is most advantageous to the Government considering only price and price related factors.

SYNOPSIS – GENERAL IFB SB Set-aside Document Type: Pre-solicitation Notice Classification Code Z—Maintenance, Repair or Alteration of Real Property Set Aside: Small Business NAICS Code: 236220- Commercial and Institutional Building Construction The USPFO for Maine intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances and supervision necessary for the Construction repair and renovation of the existing building P-1, located at South Portland Air National Guard Station, South Portland, ME 04106. Exterior work includes removing exhaust fans, patching roof, seam sealing, wall transition flashing repairs, repairing built up roof, replacement of approximately 1,000 SF of wet insulation, cleaning approximately 4,000 SF of exterior walls, repairing 300 SF brick and 25 SF of EFIS exterior walls, repointing and sealing of approximately 2,750 SF of façade, and repair of exterior cracks in walls. Interior work consists of replacing approximately 14,309 SF of ceiling tiles and approximately 10,648 SF flooring (VCT, carpet, and paint), repair of seven (7) floor trench/plate cover panels, and replacement of weather stripping on 24 doors to create weather tight seals. Other exterior work consists of replacing exterior stairs and rails, repair of landing at the main entrance, and any required earthwork to complete installation and repairs. The contract duration is 180 days after notice to proceed. This project is set aside 100% for Small Businesses. The North American Industry Classification (NAICS) Code is 236220, with a size standard of $39,500,000.00. The magnitude of construction is between $250,000 and $500,000. Your attention is directed to FAR Clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror /Contractor agrees in performance of the contract in the case of a contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded”. The tentative date for issuing the solicitation is on-or-about 27 April 2021. The tentative date for the pre-bid conference is on-or-about 3 May 2021, 9:00AM EST, location will be in solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference.
