The statutory authority permitting other than full and open competition for this acquisition is Federal Acquisition Regulation (FAR) 13.106-3(b)(3)(i) which justifies limiting the source if the contracting officer determines the circumstances of the contract action deem only one source reasonably available. The attached sole source justification outlines the Contracting Officer's justification and reasoning to award a sole source award to Hydraulics International, Inc. of Chatsworth, California. This is an intent to sole source justifying the acquisition of an MHU-83 Manipulator Head Assembly, Manufacturer Part Number: 000993-220, for Barnes ANGB, MA.
