This announcement constitutes the only solicitation; offers are being requested and a written solicitation will not be issued. The solicitation number assigned to this announcement is W50S80-23-Q-0020. This solicitation is issued as 100% Total Small Business Set-Aside under North American Industry Classification System (NAICS) 334290. This solicitation incorporates provisions and clauses in effect through Federal Acquisition Circular 2025-05 effective 7 Aug 2025. This requirement is to establish a contract for the acquisition of the required equipment for the Installation Notification and Warning System that will be installed at March AFB, CA by government employees. The evaluation and award will be based on the Best Value to the Government. The CLIN Structure for this requirement is as follows: CLIN 0001 – Remote Terminal Equipment $ CLIN 0002 – Base Station Equipment $ CLIN 0003 – Grounding and Bonding $ CLIN 0004 – RF Cable $ CLIN 0005 – Testing/Cleaning $ CLIN 0006 – MISC Items $ BASIS FOR AWARD: The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: Price and Lead Time (as soon as possible) Any Contractor’s offer that merely agrees to perform work according to the terms of this solicitation or fails to present more than a statement indicating its capability to comply with the terms without support and elaboration as specified in the instructions will be rendered non-responsive. The evaluation shall be conducted utilizing Simplified Acquisition Procedures. IAW FAR 13.106-2(b)(3), formal evaluation plans and establishing a competitive range, conducting discussions, and scoring quotations or offers are not required. The Contracting Officer intends to conduct comparative evaluations of offers. The Government also intends to evaluate responses and award without discussions. The Government reserves the right to conduct discussions if the Contracting Officer later determines them to be necessary.
