The solicitation is being issued as a Request for Quote;The solicitation number is W50S80-24-Q-0003. The MA Air National Guard has a requirement for Banner Placement at MA high schools. The description of the requirement is as follows. CLIN 0001: MA High School Banner Placement, 1 Job The contractor shall provide all personnel, equipment, tools, materials, supervision, and quality control necessary, to provide Twenty (20) banners in selected high school gymnasiums or cafeterias in accordance with the ATTACHED PWS. The basis of award is Price Only. (c) A written notice of award or acceptance of an offer, mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party. Before the offer's specified expiration time, the Government may accept an offer (or part of an offer), whether or not there are negotiations after its receipt, unless a written notice of withdrawal is received before award. The Government will award a contract to a responsible vendor that can successfully meet the requirement stated above. The Government intends to evaluate quotes and award without discussions. (d) Comptroller General Examination of Record. The Contractor shall comply with the provisions of this paragraph (d) if this contract was awarded using other than sealed bid, is in excess of the simplified acquisition threshold, as defined in FAR 2.101, on the date of award of this contract, and does not contain the clause at 52.215-2, Audit and Records-Negotiation. (1) The Comptroller General of the United States, or an authorized representative of the Comptroller General, shall have access to and right to examine any of the Contractor’s directly pertinent records involving transactions related to this contract.
