The 102d Intelligence Wing is issuing a Request for Quote for the potential award of a single, firm fixed-price (FFP) contract for the replacement of facility doors in multiple buildings located on Otis Air National Guard Base, Massachusetts. The attached Statement of Work (SOW) includes all associated project management, construction management, and logistic support of all labor, materials, and equipment. The magnitude of construction for this project is between $25,000 and $100,000. Contract completion time is 180 calendar days after issuance of the notice to proceed, to include inspection and punch list items. The Contracting Officer is the only authorized official that can issue the notice to proceed. The North American Industry Classification System (NAICS) code for this work is 238290. This is a total small business set-aside. The small business size standard is $16.5 million average annual revenue for the previous three years. Your attention is directed to Federal Acquisition Regulation (FAR) clause 52.219-14(e)(3) (DEVIATION 2019-O0003), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract in the case of a contract for general construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count toward the 85 percent subcontract amount that cannot be exceeded." A site visit will be conducted on 29 June 2021 at 10:00 AM. The site visit location will be throughout the 102d Intelligence Wing, Otis Air National Guard Base, Joint Base Cape Cod, Massachusetts. Interested contractors are highly encouraged to attend the site visit. The central location to meet for the start of the site visit will be the Gibbons Gate.
