Electrical work will be required as part of the replacement. In both buildings there will need to be installed a new supply circuit to the UPS. This circuit will require a new breaker, conduit, wiring and associated fittings. The existing supply panel will accomodate the new circuit in both cases. On the output of the UPSs a new circuit (conduit, wiring and associated fittings) will be required and will connect the UPS to a new Output power panel. All existing loads on the existing panel will need to be relocated to the new output panel. Demolition of the old input circuit and the output circuit and output panel are required as part of this project. Invitation for Bids (IFB) Set-Aside for Small Businesses NAICS Code: 238210 - Electrical Contractors and Other Wiring Installation Contractors The Kansas Air National Guard intends to issue an Invitation for Bids to award a single firm fixed-price contract for services, non-personal, to provide all plant, labor, transportation, materials, tools, equipment, appliances, and supervision necessary for the Construction of the 184th Wing of the Kansas Air National Guard is needing to remove and replace two Uninterrupted Power Supply (UPS) units. One is located at Building 35 on McConnell AFB Wichita, Kansas, and one at Building 5010 at Smoky Hill Air National Guard Range near Salina, Kansas. This equipment purchase includes the purchasing of the UPS for each location. It will include 1- 30kW UPS in building 35 and 1- 20kW UPS in building 5010. Each UPS will require electrical updates to ensure proper power is provided for the operation of the units. The UPS units can be purchased from any manufacturer that can meet the specification requirements. The winning bidder will need to ensure a licensed electrical contractor is hired to make the electrical modifications to the building electrical system to comply with the National Electric Code. Any licensed Electrical Contractor may perform the electrical work at either location. The contract duration will be 90 days calendar days after notice to proceed to include inspection and punch list. We understand that the lead time on the UPS units may cause the period of performance to extend beyond 90 days. This project is set aside 100% for Small Businesses. The North American Industry Classification System (NAICS) Code is 238210, with a small business size standard of $16,500,000.00. The magnitude of construction is between $250,000 and $500,000. The tentative date for issuing the solicitation is on-or-about 2 May 2023. The tentative date for the pre-bid conference is on-or-about 16 May 2023, 10:00 AM local time, location to be provided in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. A site visit will follow the pre-bid conference for Building 35 location at McConnell AFB, KS with the site visit for Building 5010 at the Smoky Hill Air National Guard range the following day, 17 March 2023 @ 11:00 AM local time. The bid opening date is tentatively planned for on-or-about 13 June 2023. Actual dates and times will be identified in the solicitation. Funds are not presently available for this acquisition. The Government anticipates funds will become available prior to award as this action has been identified on the National Guard priority list. Your attention is directed to FAR clause 52.219-14(e)(3) (DEVIATION 2021-O0008), LIMITATIONS ON SUBCONTRACTING, which states “By submission of an offer and execution of a contract, the Offeror/Contractor agrees in performance of the contract for General construction, it will not pay more than 85 percent of the amount paid by the Government for contract performance, excluding the cost of materials, to subcontractors that are not similarly situated entities. Any work that a similarly situated entity further subcontracts will count towards the prime contractor’s 85 percent subcontract amount that cannot be exceeded”.
