Vendor can quote chairs as an option with their quote, but a chair option is not required. The government will be responsible for Information Technology equipment. Vendor needs to provide their vision for electrically supporting laptops or desktops on each workstation. Vendor has the latitude to propose one or multiple solutions. Vendor will be providing the furniture to arrange the classrooms for presentations following the general outline in the PWS. A loading dock is availible on site for offloading furniture. Vendors were encouraged to quote on both projects and the government is likely to consider a combined award of the two projects. If this occurs, the requirement will be classified as Construction, labor rates will apply, Construction NAICS will apply, and award will be issued on a SF1442. If it is in the best interest of the government to make multiple awards, then the training room requirement will be issued as a supply purchase with incidental services. This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-05. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 238390 applies to this solicitation; business size standard is $19m. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: The 126th ARW has a requirement for furniture installation and electrical work at BLDG 5008 at Scott Air Force Base, IL 62225. This requirement is currently being classified as a supply purchase with incidental services (IAW FAR 22.402 (b)(2)(i)), but might be classified as a service based on what quotes are received. Preparing and Submitting your Quote: Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include sufficient technical specifications, country of manufacture, and feasible delivery dates for all proposed items. Electronic Documents: All electronic documents must NOT be “secured”, “locked”, or otherwise inaccessible. Submitter risks rejection if documents prove inhospitable to viewing and evaluation. Utilize standard Microsoft or Adobe formats, and net file size of all documents should be less than 10MB. Preferred CLIN structure: CLIN 0001: Part list and/or furniture list to be detailed in a matrix, 1 EA. CLIN 0002: Services – 1 Job See PWS attachment. All questions and quotes must be directed to 126 Contracting Officer via email at 126.ARW.MSC@us.af.mil. Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Officer. Please make quotes good for through 30 September 2025, if possible. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. A Contractor’s positive experience with working with the 126ARW will be counted towards technical. Technical advantages will be compared to price differences. Past performance will be less than technical and/or price. All solicitation specifications are not absolute and the 126ARW will consider innovative solutions to this requirement. *If vendor wants to propose alternative layouts, configurations, or solutions to issues, the government will entertain these changes* Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of any products quoted. The government will seek 3rd party consumer reviews of quoted items to determine technical ratings.
