This project is solicited as a Small Business Set-Aside. The NAICS is 236220, the small business size standard is $45.0 Million. The magnitude of this project is betw een $250,000.00 and $500,000.00. Award will be made to the offeror who represents the best value to the Government as outlined in accordance with the criteria set forth within the solicitation. Funds are not presently available for this acquisition. No contract award will be made until appropriated funds are made available. This is a high priority project, and funds are anticipated to be recieved after anticipated contract costs are known. A pre-bid conference will be conducted on 20 August 2025 at 8:00AM CDT for the purposes of briefing on the bid requirements and answering questions regarding this solicitation. The bid opening will occur at the time and date specified in Block 13 of the SF1442 at 126th Air Refueling Wing Wing, 126 Air Guard Way Bldg 5000, Room 137, Scott Air Force Base, IL 62225. All interested offerors and their major subcontractors are encouraged to attend the bid opening.

The 126th Air Refueling Wing (ARW) intends to issue intends to issue an Invitation for Bids (IFB) to award a single firm fixed- price contract for the repair the pump house and its mechanical equipment and infrastructure at Scott Air Force Base, IL. Description of Proposed Construction: The work specified consists of furnishing all labor, equipment, tools, materials, travel, licenses, and permits required to complete the project. The 126ARW Maintenance hangar requires a pump house with a dedicated reservoir to provide adequate pressure for fire suppression in the existing hangar. This pump house along with its mechanical equipment and infrastructure, needs repair to maintain its fire suppression capabilities. To determine what repair is needed and the proper operation of the pump house, a study was performed by Hurst-Rosche (A-E) and a report was provided on 11 June 2025. This report outlines the current state of the pump house and the A-E’s recommendation for improvements to the pump house. This SOW aligns with those recommendations. The Magnitude of this project is between $250,000.00 and $500,000.00. Construction/contract completion time is anticipated to be 90 days after notice to proceed to include inspection and punch list. The North American Industry Classification System (NAICS) code for this work is 236220. The small business size standard is $45.0 million. This action is being procured as a Small Business Set-aside basis. The date for issuing the solicitation is on-or about 16 Aug 2025. A pre-bid conference and site visit is anticipated on 20 August 2025. Actual dates and times will be identified in the solicitation. Interested contractors are encouraged to attend and shall follow conference registration and base access requirements shown in the solicitation. All questions for the pre-proposal conference must be submitted via email (preferred) to 126.ARW.MSC@us.af.mil. The solicitation closing date is scheduled for on-or about 16 Sep 2025. Actual dates and times will be identified in the solicitation. The opening and evaluating of bids will be conducted in accordance with FAR Part 14 and DFARS Part 214.
