This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-05. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 332410 applies to this solicitation; business size standard is 750 employees. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: The 126th ARW has a requirement for two (2) Computer Room Air Conditioning (CRAC) units in accordance with the attached statement of work for BLDG 5028A at Scott Air Force Base, IL 62225. This requirement is being classified as a supply purchase with incidental construction/services (IAW FAR 22.402 (b)(2)(i)). Preparing and Submitting your Quote: 1 Pages, pricing quote sheet with your company's UEI/CAGE. Any proposed changes to the Performance Work Statement Description of Technical narrative, demonstrating understanding on the project. Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include sufficient technical specifications, country of manufacture, and feasible delivery dates for all proposed items. CRAC units must meet technical specs to provide adequate climate control to the assigned server room(s). Because there is a possibility of multiple awards, splitting the contract for the various functions, please submit separate severable quotes for each portion. The quote can also indicate any discounts for the government executing all quotes under a single contract. Electronic Documents: All electronic documents must NOT be “secured”, “locked”, or otherwise inaccessible. Submitter risks rejection if documents prove inhospitable to viewing and evaluation. Utilize standard Microsoft or Adobe formats, and net file size of all documents should be less than 10MB. Preferred CLIN structure: CLIN 0001: Computer Room Air Conditioning (CRAC) unit – 2 Each CLIN 0002: Installation Services – 1 Job CLIN 0003 (Option): Provide Supplementary cooling - 1 Job All questions and quotes must be directed to 126 Contracting Officer via email at 126.ARW.MSC@us.af.mil. Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Officer. Please make quotes good for through 30 September 2024, if possible. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer’s discretion. Place the solicitation number in the subject line of any email. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. A Contractor’s positive experience with working with the 126ARW will be counted towards technical. Technical narrative must demonstrate to the Government that vendor understands the requirement and is able to complete the project narrative. Technical narrative will be part of the technical evaluation and reiterating the Performance Work Statement will be considered unacceptable. If Technical narrative is not provided, rating will be neutral. Technical advantages will be compared to price differences. Past performance will be less than technical and/or price. All solicitation specifications are not absolute and the 126ARW will consider innovative solutions to this requirement. *If vendor wants to propose alternative layouts, configurations, or solutions to issues, the government will entertain these changes* Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of any products quoted. The government will seek 3rd party consumer reviews of quoted items to determine technical ratings.
