This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2024-01. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 721110 applies to this solicitation; business size standard is $35,000,000.00 dollars. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: Quotes for all aspects of hosting a Strong Bond Event (a program designed to lodge, feed, and host conferences space for military attendees and their families including childcare). -This is expected to be a three day event (17-19 May 2024); contractors are encouraged to quote multiple options Preparing and Submitting your Quote: Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. Include feasible delivery dates.Because there is a possibility of multiple awards, splitting the contract for the various functions, please submit separate severable quotes for each portion. The quote can also indicate any discounts for the government executing all quotes under a single contract. Preferred CLIN structure: Conference space, meals, and lodging CLIN 0001: Lodging (IAW SOW Section 5.1) – 50 each -Approximately 25 sleeping rooms each for Friday and Saturday night -Final numbers will be provided NLT 7 days prior to event CLIN 0002 – General Session Conference Room (IAW SOW para 5.2.2)– 1 each -Contractor shall provide general session conference room that can hold approximately 45 attendees, set in rounds of 6-8 CLIN 0003: Event Registration Space (IAW SOW para 5.2.3) – 1 each -Contractor shall provide event registration space that is easily accessible to symposium participants upon arrival -1-2 skirted/dressed rectangular tables CLIN 0004: Counseling Rooms (IAW SOW para 5.2.4)– 1 each -contractor shall provide (1) private rooms, guest room or similar sized space for Chaplain to share and conduct private, one-on-one/family sessions CLIN 0005: Meals (IAW SOW Section 5.3) – -Approximately 100 personnel -Breakfast -Lunch -Dinner CLIN 0006: Additional Support Items (IAW SOW 5.4) – 1 each -Directional Signage -Detailed Floor Plan CLIN 0007- Parking Approximately 50 parking spaces The Government wishes to bill lodging and food based on usage. Please include any limitations for doing so. The government plans on working with the potential awardee, based on the present solicitation, to refine the actual award to match real numbers closer to execution date. All questions and quotes must be directed to 126 Contracting Officer via email at 126.arw.msc@us.af.mil. Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Officer. Please make quotes good for 30 days, if possible. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer’s discretion. Place the solicitation number in the subject line of any email. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. All solicitation specifications are not absolute and the 126ARW will consider innovative solutions to this requirement. *if vendor wants to propose alternative layouts, configurations, or solutions to issues, the government wants to entertain these changes* Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of any products quoted. The government will seek 3rd party consumer reviews of quoted items to determine technical ratings. Technical factors will look at location, quality, amount of supports, experience, and amenities. The Government has a preference for hosting the Strong Bond Event for locations within Grafton, Illinois. Any offerors that quote locations within Grafton, Illinois will receive a boost in their technical rating when the Government evaluates their quote.
