This is a combined synopsis/solicitation for commercial items prepared in accordance with (IAW) the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement is being issued as a request for quotation (RFQ) and constitutes the only solicitation; proposals are being requested and a written solicitation will not be issued. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular FAC 2023-06. This combined synopsis/solicitation is set-aside 100% for small business. North American Industrial Classification Standard 721110 applies to this solicitation; business size standard is $35,000,000.00 dollars. The Contracting Officer reserves the right to award under a different NAICS if the company would qualify as a small business under the solicited NAICS. The following is needed: Quotes for all aspects of hosting a Yellow Ribbon Event (a program designed to lodge, feed, and host conferences space for military attendees and their families including childcare). -This is a one-day event with an additional day for preparation (9 March 2024); contractors are encouraged to quote multiple options FUNDS ARE NOT PRESENTLY AVAILABLE FOR THIS ACQUISITION. NO CONTRACT AWARD WILL BE MADE UNTIL APPROPRIATED FUNDS ARE MADE AVAILABLE. Preparing and Submitting your Quote: Response is encouraged to include past performance information: other military, commercial, and civilian companies with whom you have done business. Include country of manufacture for all items. Include feasible delivery dates. Because there is a possibility of multiple awards, splitting the contract for the various functions, please submit separate severable quotes for each portion. The quote can also indicate any discounts for the government executing all quotes under a single contract. Preferred CLIN structure: Conference space, meals, and lodging CLIN 0001: On-site support (IAW PWS) – 1 each CLIN 0002: Lodging (IAW PWS para 5.2 - 5.2.3.1) -Approximately 250 sleeping rooms each for Friday and Saturday night -Yellow Ribbon Staff: 5 nights for three YRRP event staff and additional YRRP four nights for 7 additional event staff -All rooms for attendees will be at the Government Rate and on contract -Final numbers will be provided NLT 3 days prior to event -Late checkout preferred CLIN 0003 - Registration Area (IAW PWS para 5.5 – 5.5.4)– 1 each -Contractor shall set up a Yellow Ribbon registration desk on Friday from 2:00 PM - 6:00 PM and Saturday from 6:00 AM – 8:30 AM. -Area shall have 9 registration tables and three chairs per table. -Complimentary wireless high-speed Internet access for ten YRRP event staff. CLIN 0004: General Session Room (IAW PWS para 5.6.3 – 5.6.3.9) – 1 each -Contractor shall provide 1 room capable of holding approximately 500 attendees -Room shall have stage with 1 podium with 2 wireless microphones and 2 lavaliere microphones -Room shall have 2 projectors and 2 projector screens with complimentary high-speed Internet for three connections -Room shall be available for A/V check on Friday before event NLT 4:00 PM. CLIN 0005: Breakout Rooms (IAW PWS para para 5.6.4 - 5.6.4.1)– 10 each -Set up in classroom style with seating for approximately 50 attendees. -LCD Projector and screen - A/V Table - Hand-held wireless microphone and lavaliere microphone with connection to house sound - Wireless USB presentation clicker in each meeting room - Power Strip - Trash Can - Internet service for two connections - Water station with cups CLIN 0006: Childcare Rooms (IAW PWS para 5.6.5 - 5.6.5.5) – 4 each -2 rooms that can accommodate 10 children in each room ages 0-5 years -2 rooms that can accommodate 10 children in each room; ages 6 and older CLIN 0007: Counseling Rooms (IAW PWS para 5.6.6 – 5.6.6.2) – 2 each -2 counseling rooms; rooms will be conference table style with seating for up to 10 people CLIN 0008: Operation Center (IAW PWS para 5.6.8) – 1 each - Room shall be available on Thursday at 8:00 AM through Saturday at 5:00 PM - Room shall have complimentary wireless Internet access for 15 users, and 5 power strips - Room shall encompass a conference table with 15 chairs CLIN 0009: Childcare Services (IAW PWS para 5.7 - 5.7.14) - Approximately 35 children expected. Number to be more firm later in the process. CLIN 0010: Meals (IAW PWS Annex A) Approximately 550 attendees each meal Breakfast Lunch Beverages CLIN 0011: Additional Support Items (IAW PWS Annex B) -Display Stands -A/V Personnel -Laser Printer with toner CLIN 0012: Parking (IAW PWS Annex C) -10 parking spaces for six nights -250 park spaces at no additional charge to the Government -30 additional parking spaces will be “reserved” for self-paying community partners The government wishes to bill lodging and food based on usage. Please include any limitations for doing so. The government plans on working with the potential awardee, based on the present solicitation, to refine the actual award to match real numbers closer to execution date. All questions and quotes must be directed to 126 Contracting Officer via email at 126.arw.msc@us.af.mil. Questions asked within 1 week of solicitation close will be answered at the discretion of the Contracting Officer. Please make quotes good for 30 days, if possible. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer’s discretion. Place the solicitation number in the subject line of any email. Evaluation: The Government plans to award a contract resulting from this solicitation to the offer conforming to the solicitation which will be most advantageous to the Government. Quotes will be evaluated using price, technical, and past performance. All solicitation specifications are not absolute and the 126ARW will consider innovative solutions to this requirement. *if vendor wants to propose alternative layouts, configurations, or solutions to issues, the government wants to entertain these changes* Quotes may be comparatively evaluated in compliance with FAR 13.106-2 (b) (3). Be sure to submit/attach enough additional information to enable the Government to fully ascertain the specifications/capabilities of any products quoted. The government will seek 3rd party consumer reviews of quoted items to determine technical ratings. Technical factors will look at location, quality, amount of supports, experience, and amenities. The government also reserves the option to pursue military conference space, catering, and military lodging if no suitable quotes are received.
