This is a special notice seeking competition for Blanket Purchase Agreements. This announcement constitutes the only solicitation for these requirements; pricing is being requested and a written solicitation will not be issued. This solicitation is being issued as a Request for Quotation (RFQ). This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2023–04. This procurement is subject to full and open competition. The North American Industrial Classification Standard 721110 applies to this solicitation; business size standard is $32.5m. The Illinois Air National Guard, 126 Air Refueling Wing, requires to establish several Blanket Purchase Agreements with local hotels. A Blanket Purchase Agreement is an agreement between the government and a vendor that allows the 126ARW to make “calls” against established terms via a government credit card (GPC) or any authorized payment mechanism. The 126ARW is seeking to create a potential pool of BPA holders, between which to compete consolidated “calls” and lodge 126ARW personnel during annual training dates. Any BPA will be valid for a period up to four (4) years, with potential for automatic re-issuance. All BPA calls are under the Oral Quote threshold and will be competed among BPA holders. Calls under the Micro-Purchase Threshold will utilize vendor provided price lists to establish competition and to make direct reservations. The following is needed: Price lists, availability, and maximum capacity numbers for the coming year (Oct 2023 – Sep 2023). Please include any information about the quality of hotel and location. Locations within a 10 mile radius of the Scott AFB will be given precedence, although all locations in a 50 mile radius will be considered. Please note that a BPA is not a contract. A BPA is a streamlined method for acquiring products or services on an as-needed basis from qualified sources that are readily available and thus eliminate the need for repetitive costly re-procurements. Establishment of a BPA does not guarantee calls will be made. There is no minimum guaranteed quantity. The Government does not intend to pay for any information provided under this notice. The Government is not obligated to notify respondents of the results of this notice. The Government may request a site visit with any offeror to establish acceptability. Awarded BPA holders undergo annual visits to ensure standards are met. ****Quotation Instructions**** Multiple hotel locations can be submitted for consideration. Once Multiple BPAs are established, the government will use location, quality, availability, past performance, and price to determine the call distribution between BPA holders. The government does not plan on advertising on the Government Point of Entry any "call" solicitation. Calls under the Micro-Purchase Threshold may be treated as Micro-Purchases and not formal BPA calls. Lack of active SAM registration will preclude BPA award. Emailed quotes are preferred. Late quotes may be rejected at the Contracting Officer’s discretion. Electronic Documents: All electronic documents must NOT be “secured”, “locked”, or otherwise inaccessible. Submitter risks rejection if documents prove inhospitable to viewing and evaluation.
